This is a Project Development Plan (PDP) for Voice of Truth Tabernacle Subdivision, Fort Collins, Colorado. 2. The conceptual review meeting for this project was held on Monday, November 13, 2017 with the project title Voice of Truth Tabernacle. (CDR170069). Conceptual review comment letter is dated November 17, 2017. A neighborhood meeting was not held. 3. The site address is 1108 North Timberline Road. a. The site is an existing 2.80-acre tract currently described as Tract Two, Dix Amended Plat. The resultant subdivision area will be 2.63 acres after the dedication of North Timberline Road right-of-way. b. The property is zoned LMN (Low Density Mixed Use Neighborhood). c. There is an existing residence on the site with an existing drive access off of North Timberline Road that also services Tract One, Dix Amended Plat. The main floor area of the existing residence is 1,356 square feet. d. The existing Tract Two will be re-subdivided into two (2) lots. One lot for the existing residence and one lot for a proposed church. e. The proposed first phase of the church building will be 11,580 square foot one story steel building. The ultimate church size will be 22,740 square feet (not including the east porch). f. The existing post frame building addition will be 1,149 square feet. The existing post frame building is 1,770.25 square feet. The total craft building area will be 2,919.19 square feet. g. There will be a total of 51 on-site parking spaces (including 2 HC spaces). h. No Land Use Code modifications are anticipated. 4. The owner of the property is Voice of Truth Tabernacle (Tito Moreira). Page 2 5. The existing owner of the property is Voice of Truth Tabernacle. The anticipated change in traffic volume is not expected to meet the threshold of requiring a Traffic Impact Study. Based on Chapter 4 of the Larimer County Urban Area Street Standards (LCUASS), the Traffic Impact Study was waived. However, a traffic memo is provided. There will be a maximum of 40 vehicles on the busiest days which will be Sundays. b. The site has been designed for the ultimate North Timberline Road ultimate arterial typical street section. Ultimate North Timberline Road improvements will not be completed at this time. No auxiliary lanes are anticipated at this time due to the relatively low traffic impact. There will be board meetings periodically during the week. 7. A neighborhood meeting was not held. 8. Building placement is determined by the size of the existing Tract, the shape of the existing Tract, a twenty foot (20') north side setback and a fifty foot (50’) front setback, and other design parameter requirements such as Stormwater detention. Vehicular circulation is provided such that a future new entrance to the site may be placed at the northeast corner of the proposed building when the property to the north develops with a new access point from North Timberline Road to the north. This may allow the existing designed entrance from North Timberline Road to be abandoned as a main entrance in the future and still maintained as an emergency access only. Main building entrance faces and opens directly onto a connecting walkway with pedestrian circulation to North Timberline Road. The building is located in close proximity to North Timberline Road with no vehicle use area between building faces and North Timberline Road. Landscaping Plans are provided, and this design meets the intent of the Land Use Code. Open space and landscape areas are included with the Land Use Chart on the Project Development Plan Cover Sheet. There are no wetlands or natural habitats on site or in the general vicinity of the project. The Larimer and Weld Canal is approximately 275' north of the project site. 9. There will be no disturbances to wetlands, natural habitats and features and/or wildlife. 10. Buffering is accommodated with landscaping and there are no conflicts between existing and proposed land uses. The existing and proposed zoning is LMN (Low Density Mixed Use Neighborhood). Page 3 11. This is a Low Density Mixed Use Neighborhood site with no historic significance. The proposed church will be a one-story steel building and is compatible with the surrounding area. The general building shape will be rectangular and roughly one hundred (100') by sixty foot (60'). The design style of the steel building will be a contemporary design with neutral colors. Gabel roof with downspouts and horizontal synthetic stone and ledger cap at to the bottom of the structure around the entire building. Plenty of natural light will be allowed into the building through generously sized windows. 12. Phasing: There is no development phasing except that the future North Timberline Road Improvements may be considered a phase. The construction schedule for North Timberline Road to full arterial standards is unknown at this time. There is building phasing. The proposed first phase of the church building will be 11,580 square foot one story steel building. The second phase of the church building will result in an approximate 22,740 square foot building (not including the east porch). The construction schedule for the second phase of the church building is unknown at this time.
