The following comments are offered: 1. The Public Service Company will require the developer to dedicate an exclusive easement, measuring 20 feet by 60 feet, for a natural gas regulation station at or near the intersection of Trilby Road and Lemay Avenue. This will be necessary to provide adequate gas supply to Filing Three. 2. Be sure to continue front and rear lot utility easements across the open space tracts. These easements need to be continuous and not end at the lot lines. Also, these utility easements should be dedicated across Open Space Tracts numbers two and three to connect to Filing One. 3. The following comments relate to the Subdivision Plat: A. The dimension of "S25" 45' 02" 148.581along the outer boundary of Lot 34 does not match the distance shown on the original plat. B. It -_would help -clarify the plat to define-"O-S-"-as-Open - Space Tract. C. The 20' utility and drainage easement along the east side, off site, should say "Dedicated With This Plat". D. There is already a Catalpa Court, in the County, in the same address range as this plat. 4. The P.U.D. Site Plan should indicate that Lot 35 is a solar oriented lot since only 18 lots have the solar lot symbol. 5. Project Note number nine should be deleted since this amenity will not be part of Filing Three. 6. Staff is concerned about serving 14 lots on Pheasant Court with a 28 foot wide street. Box 580 • Fort Collins, CO 80522-0580 • (303) 221-6750 36 feet of pavement should serve Lots 1 and 14 so that the intersection with Pheasant Drive is standard. The balance of the lots within the cul-de-sac may be served with a 28 foot wide street. All cul-de-sacs that have a 28 foot wide street should be restricted from having driveways directly opposite each other. Driveways should be staggered or alternated so that two cars are physically prevented from parking directly opposite each other on the street and inhibiting the minimum of 20 feet of unobstructed access. A note should be added to the Site Plan stating this intent. Staff is concerned about the lack of any trees between the sidewalk and the curb along Lemay Avenue. The City Forester and the Planning Department request that this parkway strip, along an arterial street, be treated with deciduous street trees spaced at uniform, 40 foot intervals to create a formal boulevard effect. The street trees should be selected from the list of approved trees as specified by the City Forester. OThe Utility Plans are not clear as to the extent of public improvements to be constructed along Lemay for Filing Three. will there be sidewalk, curb, and gutter, and street widening from Pheasant Drive down to Trilby Road? Please specify exactly what is to be built on Lemay that will be tied to Filing Three. 10. The Parks and Recreation Department is concerned that the segment of the Fossil Creek Trail still does not appear within a publicly dedicated easement. Since this portion of the trail is now within a private park, it must be dedicated to the public.
