For your information, attached is a copy of the Staff's comments concerning
Paragon Point, Phase Three, presented before the Conceptual Review Team on
November 23, 1992.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: November 23,.1992
ITEM: Paragon Point Phase Three
APPLICANT: Byron Collins and Trustar Inc., c/o of Jim Sell, Jim
Sell Design, 117 East Mountain Avenue, Fort Collins, CO. 80524.
LAND USE DATA: Request for 50 lots on 20 acres located along Lemay
Avenue, north of the ponds and south of the existing entrance drive
on Lemay. This filing includes the neighborhood swimming pool.
COMMENTS:
1. Light and Power will charge the standard development fees for
the single family residential. The swimming pool, however,
will be classified as a commercial use and will need a
Commercial One form to determine entrance capacity.
2. The site is located 'in the Fort Collins -Loveland Water
District and the South Fort Collins Sanitation District.
3. The Poudre Fire Authority and the Engineering Department will
evaluate the request for 28 foot wide streets on the cul-de-
sacs. Part of the review criteria is an analysis of the
amount of available off-street parking in driveways, garages,
common guest parking areas, or potential shared parking at the
pool.
4. Please check the index of streets. Clover may already be used
as a street name.
5. The site is located in the Fossil Creek Drainage Basin. The
drainage fees within this basin are $2,274 per acre factored
by -the -amount of—onsite_detent ion,_ the amount of impervious
surface and the runoff coefficient. A Drainage Report, —
Drainage and Grading Plan, and Erosion Control Plan will be
required upon submittal.
6. If the pool is to use gaseous chlorine, please consult the
Poudre Fire Authority for compliance with the storage and
dispensing of hazardous materials.
7. The Engineering Department requests that a Preliminary design
be done for Lemay Avenue so that irrigation facilities and
landscape materials are not impacted by the ultimate arterial
cross section. This design should set the grades and
elevations. The S.I.D. plans for the west side may be
available in -the Engineering Department for your review.

8. At the developer's option, the sidewalk along Lemay may be
allowed to be built now, rather than in the future with the
Lemay widening. If built with Filing Three, the sidewalk
should be built in its ultimate location. Please coordinate
with Mike Herzig or Kerrie Ashbeck on the arterial sidewalk
timing.
9. The Utility Plans should show how the transition occurs
between the 36 feet wide section of Pheasant Drive and the 28
foot wide section.
10. The Street Oversizing Fee is $584 per acre.
11. The Homeowner's Association will be required to maintain the
landscaping along the arterial. The City Forester will
maintain street trees that are planted in the arterial right-
of-way, after an establishment period, or after the last house
has received a certificate of occupancy.
12. Please submit a variance request for the P.U.D. which comes in
under the minimum requirement of three dwelling units per
gross acre.
13. Similarly, please submit a variance request if there is under
65% compliance rate, for those lots under 15,000 square feet,
based on the solar orientation criteria.
