Dear Ted:
This letter is to serve as a response to the review comments of the Paragon Point - Phase 3,
Preliminary P.U.D. submittal. We feel that this letter will respond to all the comments
received to date, and therefore, a revision to and resubmittal of the Overall Utility Plan and
Preliminary Plat are not required.
We have the following responses to the comments listed in your letter dated December 22,
1992, to Mr. Jim Sell:
ITEM 1: All open space areas will be dedicated as utility easements on the Final Plat.
ITEM 2: As discussed in previous development phases, we realize that if service to this
development causes the need for this facility, then the regulator station will be
required on this project. If however, some other development in the area
causes the need, the station will be installed on that project and not this one.
ITEM 3: This will be taken care of on the Final Plat. See Item 1 above.
ITEM 4: This will be addressed on the Final Plat. We would however, like to discuss
the need for an easement on the east side of Lot 17 when an open space/utility
easement exists on the east/north side of Lot 19.
ITEM 5: This will be addressed on the Final Plat.
ITEM 10: The trail crossings will have ramps. It is our understanding that the City will
provide all crosswalk delineation and signage required.
ITEM 11: The trail dead end at Pheasant Drive will be a tee intersection (no ramp).

ITEM 16: We are discussing these issues with the Stormwater Department.
ITEM 17: The Final Plat will detail the rear corner of Lot 23 as an open space tract.
ITEM 18: A variance request is being prepared.
ITEM 19: These issues will be discussed/resolved during Final Design.
The items not responded to here will be discussed in a separate letter from Jim Sell Design.
Based on the comments and responses herewith, we do not feel that revisions to the
Preliminary Utility Plan and Preliminary Plat are required.
