Zrvices Planning Department City of Fort Collins September 18, 1992 Mr. Jim Sell Jim Sell Design 117 East Mountain Avenue Fort Collins, CO 80524 Dear Jim: Staff has completed the interdepartmental review of Paragon Point, Phase Two, Final P.U.D. The following comments are offerred: 1. Lot 27 will require a sight distance easement to the meet the requirements of Table T-2 in the Design Criteria and Standards for Streets. Be sure to verify whether or not a similar easement will be required on Lot 25. 2. Falcon Ridge Court nees some re -design of grades. Also, please submit a variance request for a local street with a grade in excess of 8%. 3. The Engineering representatives to the Planning Department would like to again emphasize that a final design for the interim construction of Tribly Road must be submitted. Also, a preliminary design for the ultimate construction of Trilby Road to the arterial width must be submitted. 4. The plat should provide labels, or Tract designations for the open space areas. The conservation easement should be described with dimensions to the lot corners. Right-of-way widths should be specified on all sheets (missing on page three) - Monumentation must -be-provided-: A redline -of -the plat will be provided. 5. Please coordinate with Public Service Company regarding the six inch diameter natural gas feeder main, and the 20' x 60' easement for the natural gas regulator station near the intersection of Trilby and Lemay. 6. U.S. West will require a utility easement across the west side of Lot 34. 7. The following comments were received from the Department of Natural Resources and must be addressed on the revised plans: A. The conservation easement line needs to be moved further to the east to include the rock outcroppings. 281 North College Avenue - P.O. Box 580 - Fort Collins, CO 80522-0380 - (303) 221-6750 B. A demarcation line should be indicated on the plans delineating the area of disturbance. Please provide a statement of how the disturbed areas will be reclaimed. Staff has a recommended seed mixture that is -enclosed. Keep in mind that irrigation will have to be supplied for all the reclaimed areas. C. Staff is concerned about the loss of the bird of prey perch trees that were removed during road construction. This loss will require mitigation. Please consult with the Department of Natural Resources for ideas on such mitigation. D. A statement should be provided on why a conservation easement is not considered appropriate on some of the lots. E. Finally, Staff is concerned about the reclamation on Phase One. What is the schedule and expected completion for reclaiming disturbed areas within Phase One? 8. Staff is concerned about the double frontage lots (Lots 23, 24, and 25) and the possibility that lots next to each other may face in opposite directions. These lots should be restricted so that access is taken from the cul-de-sac, not Southridge Greens Blvd. Will there be common, uniform fencing for the rear of these lots? What is the design intent for the frontage along Southridge Greens Blvd? The restricted access should be noted on both the P.U.D. and the plat. 9. Note number four should be stated in a more declarative manner. Suggested language could be: "No access to any lot shall be permitted from Trilby Road." 10. As you are aware, the Parks and Recreation Department is awaiting the Fossil Creek Streambank Stabilization Study in order to determine the width of the Fossil Creek Trail easement. This easement must be dedicated on the plat as: "A trail for bicycle, pedestrian, and equestrian purposes." The trail easment should also be delineated on the P.U.D. documents. 12. Please clarify the boundary of Tract C. 13. It is recommended by the City Forester that the two Autumn Purple Ash that are street trees along Trilby be changed to Marshalls Seedless Ash. 14. The drainage and grading plan, erosion control plan, and the streambank stabilization study will be reviewed by the Stormwater Utility. Comments and plan revisions should be coordinated with Glen Schlueter, 221-6589. This concludes Staff comments at this time. In order to stay on schedule for the October 19, 1992 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are due Wednesday, September 30, 1992. P.M.T.'s, 10 prints, renderings are due October 12, 1992. Final documents (including Site and Landscape Covenants) are due Thursday, October 15, 1992.
