Taft Hill Rd, Fort Collins - Request for Variance — Street Sections Dear Spencer: Among the objectives of the Larimer County Urban Area Street Standards (LCUASS) are to promote public safety and convenience, maintain public use, and optimize the use of limited physical capacity of right-of-way). It is with those objectives in mind that this variance request letter has been prepared. This letter is provided pursuant to Section 1.9.4 of LCUASS to document the site condition proposed to deviate from the current standards. Due to site constraints and the need to allow for onsite parking, the standard street sections required cannot be accommodated. S. Taft Hill Rd. is classified as a 4-Lane Arterial roadway in the City of Fort Collins Master Street Plan (LCUASS Figure 7-2F). Mulberry St. is classified as a 2-Lane Arterial roadway in the City of Fort Collins Master Street Plan. (LCUASS Figure 7-3F). The primary justification for this variance is that the space onsite is very limited and the project is challenged to meet the standard street sections required while also satisfying other requirements -such -as -providing- - -- -- adequate onsite parking, emergency access (fire), trash enclosures, and room for maneuvering vehicles. The project involves an adaptive reuse of an existing historic gas station which was originally developed in 1957, (before the creation of the current street standards) and the owners are attempting to restore the original gas station to the fullest extent feasible. However, reuse of the original building limits the site capacity available for accommodating the standard street sections. To address the challenges presented by the existing conditions, the owners have worked closely with engineering staff and planning, and other various city departments to provide a safe and convenient site development plan while optimizing the use of limited onsite space. For example, the owners have incorporated widening of the existing sidewalk at S. Taft Hill road from approximately 4' to 10' and widening of the sidewalk at Mulberry Street from approximately 4' to 8' in the site development plan. These widened sidewalks will allow for a multi -use pedestrian and bicycle path along the length of the property at both S. Taft Hill Road and Mulberry Streets.
