HomeMy WebLinkAboutPARAGON POINT PUD OVERALL DEVELOPMENT PLAN - 48 91 - MINUTES/NOTES - CORRESPONDENCE-NEIGHBORHOOD MEETINGPROJECT: 148 acre parcel of land at the northeast corner of the Lemay Avenue and Trilby Road intersection. The intent is to develop approximately 175 single family / multi -family residential dwelling units. APPLICANT: Byron Collins LINSCO/PRIVATE LEDGER #1 Old Town Square, Suite 301 Fort Collins, CO. 80524 CITY PLANNER: Stephen Olt LOCATION: Evangelical Covenant Church Fort Collins, Colorado DATE: September 24, 1991 The following QUESTIONS, COMMENTS, and RESPONSES were expressed at a neighborhood meeting held to discuss a development proposal for the 148 acre parcel of land at the northeast corner of Lemay Avenue and Trilby Road. Approximately 35 interested citizens participated in the presentation and discussion with the applicant, the project design team, and City staff. 1. QUESTION: What is the clubhouse parking that is shown? ANSWER: This will be parking for the clubhouse for the development and the potential park. 2. QUESTION: How many units will there be in Phase I, shown at the northeast corner of the property? ANSWER: About 30 units. 3. COMMENT: The street from Trilby Road to Phase 1 at the northeast corner of the development should be an asphalt surface initially to prevent construction traffic going through Southridge Greens. 281 North College Avenue • P.O. ANSWER: The street right-of-way has always been platted to provide this connection which will create a re -circulation through street and give both developments a secondary emergency access point. 5. COMMENT: You could build a street from Lemay Avenue east to the homes through the park area. RESPONSE: Fossil Creek and the floodplain prohibit that option. 6. QUESTION: Is Southridge Greens Boulevard built to handle additional traffic? ANSWER: Yes, it is. This street functions at a Service Level 'A' presently, and the additional traffic generated by the numbers proposed with this development will not change that status. 7. QUESTION: When did you measure the traffic? ANSWER: Within the last two weeks. 8. QUESTION: Did you take into account the Center Greens development? ANSWER: Yes, as well as all the other vacant lots in ,Southridge Greens. 9. QUESTION: If this street is Level 'A', what is College Avenue? ANSWER: At some intersections College Avenue functions at a Service Level 'F'. 10. QUESTION: After this new development goes in, will this street be somewhere between Levels 'A' & 'F") ANSWER: It will still be at a Service Level 'A'. 11. QUESTION: Why can't you begin this development to the south, from Trilby Road? ANSWER: For continuity and economic reasons, we want to begin adjacent to Southridge Greens. 12. QUESTION: Who pays for these streets? ANSWER: This new development does. 13. QUESTION: Is it logical to put more traffic on Trilby Road or Southridge Greens Boulevard? ANSWER: At the present time, due to the condition of Trilby Road, the street in Southridge Greens will handle the traffic better. 14. QUESTION: The most desirable reason to merge Southridge Greens with the new development is the possible expansion of the golf course? ANSWER: We would like to do that, but there just isn't enough land. 15. QUESTION: You are offering some but not all of the open, green area for additional golf holes? ANSWER: There is not enough area for 9 holes. It might be possible to reconfigure approximately 3 existing holes. 16. QUESTION: Would this park be open to the general public? ANSWER: Probably, yes. 17. QUESTION: Will there be a homeowners association? ANSWER: That is not determined at this time. 18. QUESTION: How long will the temporary paved street, Trilby Road, last? ANSWER: Indefinitely, until additional development warrants improvements. 19. QUESTION: Why can't you do Phases 2 & 3 initially, instead of Phase 1? From a neighborhood perspective, we want to see the development occur off of paved streets, such as Lemay Avenue. What are the economics that direct your phase plan? ANSWER: The larger lots, less density, and more desirable building sites. 20. QUESTION: What priced lots and size of lots are you proposing in Phase 1? ANSWER: The size of lots will be 10,000 square feet+, I don't know yet what the prices will be. 21. COMMENT: How do you measure demands for homes in the price range in this area? There are many homes on the market now in Southridge Greens. 22. QUESTION: What are the plans for upgrading Lemay Avenue? ANSWER: This is somewhat dependent on when surrounding development takes place. Money will be escrowed from this developer in connection with each phase. 23. QUESTION: Was a vehicle measuring tube placed for any length of time on Southridge Greens Boulevard? ANSWER: There was a crew on site within the last two weeks measuring peak traffic counts. 24. QUESTION: What will the City do to take measures to assure speed limits and safety measures on the streets? ANSWER: Possibly provide signage and enforcement as necessary. 25. COMMENT: You should have access to Trilby Road as a permanent street at some time in the near future. 26. QUESTION: When will this go to the City and will it look like this? ANSWER: We are planning to submit as soon as possible and the level of documentation will be much greater than this conceptual work at the time of a formal submittal. 27. QUESTION: Is it possible to direct all construction vehicles to Trilby Road and into the new area from the south? Don't build the section of Southridge Greens Boulevard south from the existing cul-de-sac to the new street until the construction is done. ANSWER: Yes, that is possible and would be a desirable solution. 28. COMMENT: have you traveled down Trilby Road on a dry day? The dust is unmanageable. There is a large amount of traffic that utilizes this road as a short cut to the east side of Fort Collins and Highway I-25. There can be excessive, high speed traffic on Trilby Road. 29—QUESTION: When—will--Highway__32—be._developed_and_improved out to I-25 to encourage growth in that direction. ANSWER: The City does not have an immediate need for these improvements without additional development. 30. COMMENT: A possible solution to the traffic on Trilby Road would be to install a stoplight at the intersection to impede excessive, fast moving traffic. 31. QUESTION: What is your firm and what experience do you have? ANSWER: We are an up -start, golf -oriented firm. 32. COMMENT: Please expound on the profile of the planned homes. RESPONSE: The homes will be in harmony with existing homes in the area. 33. QUESTION: What are your plans for upkeep of the proposed open space? ANSWER: The park will be an active area with transition to a more natural setting in the open space. 34. QUESTION: Is a street intended to connect College Avenue with Lemay Avenue in this area? ANSWER: The City's Master Street Plan indicates a collector street to connect, the location is undetermined. 35. COMMENT: If the street in the development, as well as Trilby Road, is paved completely at the outset, then this proposal would be considered more favorably. 36. COMMENT: The crux of this whole discussion is that we don't want a street connection to the south at all. 37. COMMENT: Southridge Greens does not really gain anything from this new development. 38. QUESTION: How fast could Phases 2 & 3 be developed after Phase 1 is complete? ANSWER: As early as the summer of 1992, if all goes well. Phase 1 could be on the market in May, 1992. 39. QUESTION: What average price for lots are you proposing? ANSWER: That is still very dependent on the off -site improvements required by the City. 40. QUESTION: The size and price of lots in Southridge Greens are deterring sales. What will you do to create a better market? ANSWER: Provide larger lots and more reasonably priced homes.
