Phase 3 is expected to be developed by 1994. Phases 4 and 5 are expected to be developed by 1995. There are 36 dwelling unit lots in Phase 4. Phase 4 is located south of Phase 1 and will enable Southridge Greens Boulevard to be completed as a public street to Trilby Road. When Phase 4 is developed, Trilby Road will be paved from approximately the railroad tracks to Lemay Avenue. Phase 5 will access Lemay Avenue via two streets. Phases 1, 2, 3, and 4 will be single family detached dwelling units. Phase 5 is proposed to be 43 townhouses or somewhat higher density than single family detached. There are 83 lots within the existing Southridge Greens subdivision which were vacant. This traffic study also projected traffic as if these lots were built upon and occupied. These lots would gain access to the street network via Southridge Greens Boulevard. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information, prepared by the Institute of Transportation Engineers dated 1987, was used to project trips that would be generated by the proposed uses at Fossil Ridge PUD and the completion of the unbuilt lots within Southridge Greens. Table 2 shows the trip generation expected from the various phases of Fossil Ridge PUD. Trip Distribution Two directional distributions of the generated trips were determined for Fossil Ridge PUD. The short range trip distribution replicates the existing travel to/from Southridge Greens subdivision. This is expected to continue through all the development phases of Fossil Ridge PUD. However, in the long range future, more development wil-1 likely occur to the south_of_Fo.s_sil Ridge. This will modify the trip distribution somewhat with the predominant direction of travel being to/from the north. Both trip distributions are shown in Figure 5. Background Traffic Background traffic is defined as the traffic that is and/or will be on the area streets that is not related to the proposed developments. Future analysis years were 1992, 1993, 1994, and 1995 (short range) and 2010 (long range). This is a developing area of Fort Collins and, as such, the traffic increases are largely dependent upon development. Background traffic was increased incrementally by 3 percent per year on Lemay Avenue for each of the future analysis years. Traffic on Southridge Greens 4— - i 1co ' SOUTHRIDGE GREENS BLVD. Figure 5 I Boulevard was increased to reflect occupancy of residences on the unbuilt lots. The traffic projections from the North Front Range Regional Transportation Plan, May 1990 and previously completed traffic studies in the area were used to obtain the long range background traffic projections. Figure 6 shows the 1992 peak hour background traffic. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figures 7, 8, 9, and 10 show the short range morning and afternoon peak hour site generated traffic plus background traffic at the key intersections in 1992, 1993, 1994, and 1995, respectively. These reflect development of the various phases of Fossil Ridge PUD. Figure 11 shows the long range peak hour assignment of the site generated traffic plus background traffic. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. No new signals are anticipated at any of the key intersections. A signal may be warranted at the Lemay/Trilby intersection in the future, but this warrant would be based upon considerable other development to the south of Trilby Road. Signal Progression Signal progression was not evaluated since no new signals are warranted due to Fossil Ridge PUD. Operations Analysis Capacity analyses were performed on key intersections adjacent to and near Fossil Ridge PUD. Two 1992 (short range) analyses were performed. One included analysis of only the background traffic conditions without the proposed development. The second 1992 operation analysis included the Phase 1 site traffic. Other short range (1993, 1994, and 1995) analyses were performed with the various phases of development. One long range (2010) analysis was performed with the Fossil Ridge PUD traffic and a substantial increase in background traffic. This traffic impact study involved the steps of trip generation, trip distribution, trip assignment, capacity analysis, traffic signal warrant analysis, and accident analysis. This study assessed the impacts of Fossil Ridge PUD on the ' short range (at various phases of development) and long range (2010) street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded: ' - The development of the Fossil Ridge PUD is feasible from a traffic engineering standpoint. At full development as proposed, ' approximately 1630 trip ends will be generated at this development daily. Current operation at the Lemay/Southridge Greens Boulevard ' intersection is acceptable. Both Lemay Avenue and Southridge Greens Boulevard operate acceptably with the existing two lane cross sections. ' - In the short range future (1992) without the proposed developments, operation will continue to be acceptable at the Lemay/Southridge Greens Boulevard intersection. The two lane segment of Lemay Avenue and Southridge Greens Boulevard will operate acceptably with an increase in background traffic and build out of the vacant lots within the existing Southridge Greens ' development. - In the various short range futures with each proposed phase ' of development, all intersections will operate acceptably. Through 1995, Lemay Avenue should be a two lane street. Auxiliary turn lanes are not warranted at any of the Fossil Ridge PUD street/Lemay or Trilby intersections. - In the long range future (2010), the stop sign controlled-- `- intersections will operate acceptably in the peak hours. Lemay Avenue is recommended to have a four lane arterial cross section. Trilby Road is recommended to have a two lane cross section, but should be further evaluated when other development occurs in this ' area of Fort Collins. With the recommended control and geometrics, the accident rate should be at an acceptable level for typical urban conditions. Chevrons should be considered on the horizontal/vertical curves on Lemay Avenue near the Portner Reservoir. [1 1 I condition as indicated in Table 3. Calculation forms for these analyses are provided in Appendix D. The Lemay/Southridge Greens ' Boulevard intersection will continue to operate acceptably during the peak hours. This operation will be similar to the existing operation. Lemay Avenue and Southridge Greens Boulevard will 1 operate acceptably as two lane street segments. Using the traffic volumes shown in Figure 7, the intersections operate in the 1992 short range condition with the proposed developments as indicated in Table 4. Calculation forms for these analyses are provided in Appendix E. With the Phase 1 traffic added to the Lemay/Southridge Greens Boulevard intersection, there will be no change in level of service. The additional traffic is not enough to cause a significant operational change at this intersection. Operation on the two lane segments of Lemay Avenue ' and Southridge Greens Boulevard continues to be acceptable. The Lemay/Phase 2 and 3 North Access intersection operation and the Lemay/Phase 2 and 3 South Access intersection operation will be acceptable. Operation on the two 1 lane segments of Lemay Avenue and Southridge Greens Boulevard continues to be acceptable. Improvements to Lemay Avenue are not required at this level of development. ' Using the traffic volumes shown in Figure 10, the key intersections operate in the 1995 short range future conditions as indicated in Table 7. Calculation forms for these analyses are provided in Appendix H. All the stop sign controlled intersections along Lemay Avenue and the Trilby/Phase 4 access intersection operate acceptably. Based upon criteria from "Intersection Channelization Design Guide," NCHRP 279, TRB 1985, auxiliary right -turn and left - turn lanes are not required along Lemay Avenue or along Trilby Road. The existing two lane cross section on Lemay Avenue is adequate through the 1995 short range future. When the Phase 4 access is connected to Trilby Road, Trilby Road should be paved to a two lane cross section with shoulders from the railroad to Lemay Avenue. The Lemay/Trilby intersection should be controlled by stop signs on Trilby Road. Using, the traffic volumes shown in Figure 11,, the key intersections operate in the long range future conditions as indicated in Table 8. Calculation forms for these analyses are provided in Appendix I. At this level of background traffic, Lemay Avenue should be widened to a standard arterial cross section. The arterial cross section is four travel lanes and a center left -turn lane at appropriate intersections. Provision of painted left -turn lanes at all of the streets along Lemay Avenue would provide a storage area for turning vehicles from Lemay Avenue. With the significant increase in background traffic, the stop sign controlled intersections will operate acceptably. Delays to left - turn exits from minor streets will increase. This is common at stop sign controlled intersections along arterial streets. The two lane cross section on Trilby Road, east of Lemay, will function acceptably. As other property to the south of Trilby Road and to the east of the railroad tracks develops, this cross section should be evaluated further. Accidents The recommended geometry and roadway cross sections at the various phases of development should minimize vehicle conflicts and maximize vehicle separation. The horizontal curves on Lemay Avenue near the Portner Reservoir is signed with reverse curve signs. It is recommended that chevrons also be considered_ since the horizontal curves are also on vertical curves. IV. CONCLUSIONS This study assessed the impacts of Fossil Ridge PUD on the short range (at various phases of development) and long range (2010) street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded: - The development of the Fossil.Ridge PUD is feasible from a traffic engineering standpoint. INTRODUCTION This traffic impact study addresses the capacity, geometric, ' and control requirements at and near a proposed development known as Fossil Ridge PUD in Fort Collins, Colorado. It is a residential subdivision comprised of single family detached dwelling units and townhouse dwelling units. It is proposed to be developed in a five phase program over a 4-5 year development period. During the course of the analysis, numerous contacts were made with the project planning consultant (Jim Sell Design), Byron Collins (developer). the Fort Collins Planning Department, and the Fort Collins Transportation Division. This study generally conforms to the format set forth in the Traffic Impact Study Guidelines. The study involved the following steps: Collect physical, traffic, and development data; Perform trip generation, trip distribution, and trip assignment; Determine peak hour traffic volumes and daily traffic volumes; - Conduct capacity and operational level of service analyses on key intersections and roadway sections; Analyze signal warrants; - Analyze potential changes in accidents and safety considerations. ' This report is prepared for the following purposes: Evaluate the existing conditions at key intersections and roadway segments; Estimate the trip generation by the proposed developments; Determine the trip distribution of site generated traffic; Evaluate operation at key intersections and roadway segments; - Determine the geometrics at key intersections; - Determine --the -impacts of -site generated tra-f f i c—on—key intersections. ' Information used in this report was obtained from the City of Fort Collins, the planning consultant, the developer, research sources (ITE, TRB, etc.), Western Management (for existing Southridge Greens development), and field reconnaissance. Land Use Land uses in the area are primarily vacant, commercial or residential. Residential and commercial uses exist on the north side of Fossil Ridge PUD. The commercial use is the Southridge Greens Golf Course. The residential use is the single family development that was and is being built in connection to the Southridge Greens Golf Course. Railroad tracks are on the east side of the proposed subdivision. Land to the south across County Road 34 (Trilby Road extended) is vacant. Land to the west is vacant (future Portner Reservoir Park), or residential (partial development of Brittany Knolls). Land in the area is rolling. The center of Fort Collins lies to the north of this proposed subdivision. Roads The primary streets near the Fossil Ridge PUD are shown in Figure 2. Lemay Avenue is west of the project. It is a north - south street designated as an arterial on the Fort Collins Master Street Plan. In this area, between Southridge Greens Boulevard and County Road 34, it has a two lane cross section with auxiliary turn lanes at some intersections. Lemay Avenue is planned to have a four lane cross section in the future with auxiliary turn lanes at appropriate locations. Intersections along Lemay Avenue are stop sign controlled with Lemay Avenue having the right of way. There is a signal at the Lemay/Harmony intersection approximately 1.2 miles north of Southridge Greens Golf Course. The posted speed limit is 40 mph. Trilby Road borders Fossil Ridge PUD to the south. Adjacent to the proposed development, it is a two lane gravel road. West of Lemay Avenue, Trilby Road is paved at varying widths, but -functions-as-a- two --- la-ne--street. There is a signal at the College/ Trilby intersection. Trilby Road has stop sign control at Lemay Avenue. The posted speed limit is 30 mph west of Lemay Avenue. I I Southridge Greens Boulevard is a subdivision street that functions as a collector street, serving the residential area around and through Southridge Golf Course. It intersects with Lemay Avenue at a stop sign controlled T intersection. It has a median separating the oversized travel lanes for the westernmost 2500 feet. There are auxiliary left -turn lanes along the medianized segment. Southridge Greens Boulevard ends in a cul-de- sac approximately 0.9 miles east of Lemay Avenue. These are machine counted volumes conducted by the City of Fort Collins in 1991. Peak hour turning movements at the Lemay/Southridge Greens Boulevard and Lemay/Golf Course access intersections were obtained in September 1991 and are also shown in Figure 3. Raw traffic count data is provided in Appendix A. ' Breakdown of the daily traffic counts indicates that the peak traffic hours occur between 7:00 AM and 8:30 AM, and between 4:30 PM and 6:00 PM. Existing Operation ' The Lemay/Southridge Greens Boulevard intersection was evaluated regarding operational efficiency. It was evaluated using the existing control and existing geometrics. The peak hour operation in shown in Table 1. Calculation forms are provided in Appendix B. Appendix C describes level of service for unsignalized intersections from the 1985 Highway Capacityt9anual. The Lemay/ ' Southridge Greens Boulevard intersection operates acceptably. All movements at the intersection are at level of service A except for the minor street left turns which are at level of service B during the afternoon peak hour. However, when combined with the right turns,, the overall operation is at level of service A. Both Lemay Avenue and Southridge Greens Boulevard operate 1 acceptably with the existing number of lanes, terrain, and peak hour traffic conditions. Lemay Avenue operates at level of service B and C during the morning and afternoon peak hours, respectively. This operation occurs in the segment where traffic volumes are the highest and the terrain is most severe. Operation on Southridge Greens Boulevard is at level of service A during both peal: hours. This occurs between Lemay Avenue and Front Nine Drive, where the volumes are the highest and the terrain is the most severe. III. PROPOSED DEVELOPMENT Fossil Ridge PUD is a residential development located east of Lemay Avenue and north of Trilby Road in Fort Collins. Figure 4 shows a schematic of the site plan of Fossil Ridge indicating the proposed phasing of the project. It is expected that Phase 1 would occur in 1992 with public access via existing Southridge Greens Boulevard. Emergency only access would be provided from Trilby Road via a "road base" road with locked gates to prevent general public access. Phase 1 consists of 30 single family detached ' dwelling units. Phase 2 is comprised of 30 dwelling unit_ lots with access to Lemay Avenue. Emergency vehicle access would be provided via a "road base" road through Phase 3. Phase 2 is projected to be developed by 1993.
