Re: Trail Head Filing Four Major Amendment - Existing Tree Removal Feasibility Letter
This letter is intended to supplement the Tree Mitigation Plan prepared for the Trail Head Filing
Four Major Amendment Submittal. The Tree Mitigation Plan identifies previously existing on-
site trees that were removed as part of the Approved Tree Mitigation Plan for the Trail Head
Filing Two PDP. This PDP was approved by the City on August 28, 2018 for the subject property
which is being amended by the Trail Head Filing Four Major Amendment Application.
Additionally their are other existing trees that are located within the Public ROW and on-site
that are proposed to be removed and/or relocated in order to allow for the construction of the
proposed 27 Unit Single Family Detached Residential development. The Trail Head Filing Four
Tree Mitigation Plan was completed under the direction of the City Forester and accurately
identifies all remaining on-site tree including their approximate locations, species, trees
protection or removal status, size, condition and mitigation value.
As depicted in the Tree Mitigation Plan there were a total of 44 trees within the Public ROW
and on-site, 12 trees have been previously removed, 5 trees will still need to be removed, 2
trees will need to be relocated on-site and the remaining 25 trees will be preserved in place.
The 12 trees that were previously removed were permitted to be removes by the approved
2018 Trail Head Filing Two PDP and the previously determined Mitigation Values have been
documented.
The 5 additional trees that are identified as trees to be removed and the 2 trees identified as
trees to be relocated on-site are required as such for the following broad scope reasons:
A. Trees are currently dead or dying and are proposed to be removed and Mitigated On-Site
B. Trees conflict with design of the site plan, are located where homes are proposed and will
be Relocated On-site
C. Trees conflict with design of the site plan, are located in the intersection of Green Lake Drive
are proposed to be Removed and Mitigated On-site
Trees #7, #26, #29, shall be removed due to A above
Tree #24 & #25 shall be relocated due to B above
Tree #31 & #25 shall be relocated due to B above
A more detailed description of each tree being protected, relocated and/or removed can be
found in the Tree Mitigation Plan included with this submittal. For those trees which have been
removed or are to be removed and which have been deemed by the City Forester as providing
significant community value, replacement mitigation trees will be provided by either increasing
the size of the replacement mitigation tree per the requirements of Division 3.2.1 (F)(1) or by
providing additional trees which will be planted within the public right-of-way and/or within the
private open space tracts of the proposed development. Trees that have been or will be
removed and are determined by the City Forester to be under the required Diameter at Brest
Height (DBH) per Division 3.2.1(F)(2) of the City’s Lands Use Code are not required to be
mitigated.
