Dear Cathy:
Staff has completed its interdepartmental review of Stone Ridge
P.U.D., Fourth Filing, Preliminary. The following comments are
offered:
1. Light and Power is concerned about having the necessary
separation of underground electric facilities and other
improvements. In areas where the sidewalk is detached, electrical
underground facilities will be installed behind the curb. A
minimum of five feet is required between the back of curb and the
sidewalk. Easements for other utilities must be behind the
sidewalk. The sequence of installation for the developer will also
change. Electrical facilities will need to be installed after the
curb and gutter but prior to the sidewalk.
2. Light and Power is also concerned about long term maintenance.

underground electric lines from future landscaping. There will be
additional charges to the developer for this system modification.
3. Please be aware that streetlights are not installed along a
private drive. If streetlights are requested for the private.
drive, a system modification charge will apply. Also, please be
reminded that there needs to be a minimum of 40 feet between
streetlights and deciduous shade trees planted along the street.
4. The Public Service Company will require that easements
adjacent to interior streets should be such that there is a minimum
of 13 feet from back of walk to the rear line of the easement.
Trees should be kept at least four feet from underground gas lines.
5. The City Engineering advises that Lots 1 - 32 will have one
street address. Each dwelling unit will then have an individual
unit number.

6. The Poudre Fire Authority will require that parking on the
private drive be restricted to one side only.
7. The Department of Natural Resources has the following comments
regarding the landscape plan:
A. It is strongly recommended that Crested Wheatgrass not be
used. This is considered an exotic, pest grass that rapidly
invades natural areas and will invade the Fescue and Bluegrass
areas also. It is preferred that an all -native grass mix be
planted in the natural areas. Please note that Western Wheatgrass
is native and Fescue and Ryegrass are not.
B. It is recommended that a more natural approach be taken to
landscaping the pond area. Native shrubs are preferred over
conifers and and evergreen shrubs. The developer would be doing a
public service if the Russian Olives and Siberian Elms were removed
as these are considered pest trees.
8. In Block Two, between Lots 7 and 8, there is a four foot path
connecting the private drive to the sidewalk along Horsetooth Road.
This is an excellent location for a path connection. Staff is
concerned however, that the width of four feet may not allow two
bicycles to pass, going in opposite directions, safely. Also, a
four foot path is rather tight for a couple to walk side by side.
It is recommended that this path be six feet for both safety and a
more enjoyable walking experience.
9. It is recommended that a six foot wide sidewalk connection be
made in the following three areas:
A. In Block One, between either Lots 4 and 5, or Lots 5 and 6, a
path should take off at the terminus of the cul-de-sac and connect
into the path system on the southerly edge of Dakota Ridge. Such
a connection has been made for Cherrystone Court and promotes a
non -vehicular link to the neighborhood to the north. This path
network is designed to link both Dakota Ridge and Stone Ridge to
the future neighborhood park, high school campus, and Tower
Shopping Center, at the northeast corner of Horsetooth and
Timberline Roads. These are logical destinations for pedestrians
and bicyclists.
B. In Block One, between Lots 14 and 15, a path should connect
the cul-de-sac to the sidewalk planned for County Road #9. Such a
connection allows for an outlet to the arterial street system. A
short distance north, on County Road #9, is the Nature Center and
a linkage to the Poudre River Trail. Also, bike lanes are being
planned for County Road #9 for access to both Hewlett-Packard and
the future NCR office and manufacturing facility, located within
one mile of Stone Ridge.
C. In Block Two, Between Lots 13 and 14, a path should connect
the cul-de-sac in the private drive to the sidewalk on County Road
#9. As mentioned, this will provide direct access to the north
(Nature Center and Trail) and south (major employers).
10. Is it necessary to change the street name from Fieldstone to
Swanstone? It appears that no addresses will be taken off
Swanstone. With the name change, Fieldstone becomes "hidden" from
the arterial street system and may be more difficult to locate.
11. The vicinity map should include the street layout of Stone
Ridge Third Filing.
This concludes our comments at this time. Please be aware that
additional comments will be made by other departments and agencies
at varying times in the review process. In particular, comments
from the Stormwater Utility are usually made directly to the
consulting engineering firm.
Please note the following deadlines for the May 23, 1994 Planning
and Zoning Board meeting:
Plan revisions (3 sets) are due May 4, 1994.
P.M.T.'s, 7 prints, colored renderings are due May 16, 1994.
