Dear Steve: tL£ tea" 4�� I thought you might like an update on what's happening with the review of the groundwater analysis and design of the regional detention facilities at Mountainridge. Last week I spoke with Ted Shepard of the Planning Department and Mike Herzig of the Engineering Department. I brought them up to speed on the status of the groundwater study, but neither one .of them had yet heard from you regarding having Mountainridge First Filing placed on the March Planning and Zoning Board meeting agenda. I suggest that you contact Ted to determine what needs to be completed, and by when, in order to be on the March agenda. With respect to the groundwater analysis, I expect to receive preliminary results of some additional modeling work today. This modeling •is required to determine what impact lining the canal and/or installing a dewatering system will have on the groundwater levels. I hope to have the final revised report by the end of next week. I think it's important that you know that the preliminary results of the groundwater analysis indicate that we need to proceed onto the preliminary design of the remaining regional drainage facilities, (ie; the canal crossing and the other regional detention pond), prior to final design and construction of the regional pond adjacent to the First. Filing of Mountainridge. Because of this additional work it will not be possible to meet the deadline of April 15 for completing any required work on the canal. However, we understand that you would still like to proceed with development of the First Filing without more delay. Because of this I have asked RBD, Inc., as our design consultant on the regional drainage facilities, to evaluate the impact of approval of the First Filing on our proposed facilities and determine what improvements would need to be constructed at this time so as to facilitate the approval of the First Filing. These recommendations will be based upon the final version of the groundwater analysis. I will let you know as soon as possible what these recommendations are. 235 Mathews • P.O. RED, Inc. has already submitted a draft Scope of Work for my review, but it has not yet been determined how long it will take to complete the revisions. The groundwater analysis will be available for your use in making decisions regarding final design revisions to the First Filing: If you feel that it is in your best interest, you can proceed with measures, such as lining the canal and/or installing a dewatering system, that allow you to proceed with development of the First Filing. If it is determined, after our Master Plan update is complete, that the measures you install also benefit the City's regional facilities, there is potential to be partially reimbursed for the cost of the improvements through our Developer Repayment Program.
