Groundwater Study; Ramifications to the Regional Detention Facility and the Mountainridge P.U.D. First Filing" by RED, Inc., dated March 5, 1993. This report was prepared for the Stormwater Utility to help us evaluate what options we have and what type of development could occur without adversely impacting our regional drainage facilities. I won't go into the details of the report, but some of the major points are: - Lining the Pleasant Valley & Lake Canal appears to be beneficial in that it will lower the groundwater table. - The extent of lining needed to lower the groundwater table far enough to allow construction of the regional drainage facilities and Mountainridge First Filing is much greater than originally anticipated. Potentially, lining from the north property line of Mountainridge to Harmony Road may be necessary. - Installation of a dewatering system would be difficult since there does not appear to be a practical outfall location. The information in this report confirms that we need to complete our Master Plan update in order to determine, exactly what improvements we need to make, particularly with respect to the Canal. Lining the Canal for the recommended distance may not be the best alternative. We also want to look at realigning the Canal, piping the Canal, and/or diverting some of the stormwater runoff into the Canal in order to reduce the amount of onsite regional detention needed. However, as I have previously told you, we do believe that there are options available to you to allow the development of the First Filing prior to the completion of the City's study. Based upon the recommendations in the report, construction of the First Filing could proceed if the following conditions were met: - Proceed with lining the Canal at your expense. If our study shows that lining the Canal is the preferred alternative for the construction of the regional drainage facilities, there is the potential for partial reimbursement from the Utility of the cost incurred to line the Canal. At this point it can't be determined with any certainty how much the reimbursement would be. w - Construct the First Filing with a "temporary" connection into the existing storm sewer under Shields Street. This assumes that the improvements to Shields Street will not be required when the First Filing is built. Even though the existing storm sewer does not meet our 235 Mathews • P.O. Box 580 -• Fort Collins, CO 80522-0580 • (303) 221-6589 criteria, we would be willing to allow its use until the regional drainage facilities are built. - In conjunction with construction of the First Filing, the downstream regional channel, (east of Shields Street), would have to be constructed. As was originally anticipated, this would be eligible for partial reimbursement under the Developer Repayment program. - The waterline in the proposed Wabash Street alignment.would have to be constructed based on the existing surface elevations. Until our study is complete we do not know what elevation Wabash Road will have to be. There is the potential that the waterline would have to be raised if Wabash is raised, and this would be at the cost of the Developer. There is the possibility, however, that the Water/Wastewater Utility may be able to, grant a variance from .their depth criteria and that a future relocation could be avoided. I suggest that you contact Mark Taylor at 303/221-6681 to discuss this in more -detail. Revise the drainage report and utility plans to reflect these changes. These items are, of course, only related to the drainage issues. There may be other outstanding issues that must be resolved prior to final approval of the First Filing. I suggest that you contact Ted Shepard or Mike Herzig at 303/221- 6750, to identify any other issues that must be addressed.
