For your information, attached is a copy of the Staff's comments for the Nextel
Wireless Telecommunications Facilities at 1314 Red Cedar Circle (The Toy Shed)
and 4366 South College Avenue (T.J. Max in the Pavilion Shopping Center), which
was presented before the Conceptual Review Team on May 15, 2000.
The comments are offered by staff to assist you in preparing the detailed components of
the project application. Modifications and additions to these comments may be made at
the time of formal review of this project.

LAND USE DATA:
1314 Red Cedar Circle (The Toy Shed), request for an 80 foot high monopole
and base equipment for wireless telecommunications facility, located within an
recreational vehicle, boat and storage yard. Zoning is I, Industrial.
2. 4366 South College Avenue (Pavilion Shopping Center), request for an 80 foot
high monopole and base equipment for wireless telecommunications facility,
located behind (east) of T.J. Max in the Pavilion shopping center. Zoning is C,
Commercial.

COMMENTS:
As long as the existing electrical power at each site is adequate to sere the
proposed towers and base equipment, then there are no comments from the City
of Fort Collins Light and Power Utility.
2. The Engineering Department cautions that Nextel needs to obtain the proper
access easements from the land owners in order to secure access to the lease
parcels.
3. Both sites are already paved. Upon application, the submittal must contain
documentation to the Stormwater Utility that there will be less than 350 square
feet of improvements.
4. For Stormwater purposes, please state on the plans that the 1314 Red Cedar
Circle site is located in grid #8E and the 4366 South College Avenue site is
located in grid #8P.
5. Applications for both towers should include a computerized photo simulation.
6. Both towers are eligible for Administrative (Type One) review process.
7. Towers must be screened at base by solid fencing.
8. Landscaping is required at the base of each tower. In the case of 1314 Red
Cedar Circle, the landscaping on the perimeter of the site, outside the storage
yard fence, may have to be upgraded. In the case of the T.J. Max site,
landscaping may be required along the east property line of the shopping center
near an existing irrigation ditch. This may require permission from the ditch
company.

9. The monopoles must be painted. They cannot be galvanized:._
10. Evidence must be submitted that these towers will collapse upon themselves
rather than topple over. Otherwise, the towers must be setback from the
property lines one foot for every foot of tower height.
11. Evidence must also be submitted that each tower is capable of containing an
additional set of antennas for future expansion or for a competitor.
12. The 80-foot height may be an issue. The only new monopole installed for
wireless telecommunications facilities was approximately 60 feet and was found
acceptable by the adjacent residential neighborhood.
13. On May 16, 2000, City Council approved, on First Reading, the following
Ordinance:
"To the extent reasonably feasible, the applicant shall employ stealth technology
so as to convert the wireless telecommunication facility into wireless
telecommunication equipment, as the best method by which to mitigate and/or
camouflage visual impacts. Stealth technology consists of, but is not limited to,
the use of the following "mimic" structures: grain bins, silos or elevators, church
steeples, water towers, clock towers, bell towers, false penthouses or other
similar "mimic" structures. Such "mimic" structures shall have a contextual
relationship to the adjacent area."
Consequently, Nextel should investigate the potential of incorporating stealth
architectural elements as an alternative to monopoles for these two locations. Evidence
of such consideration should be part of the submittal documents. Staff is increasingly
concerned about the potential proliferation of monopoles in and around the City of Fort
Collins in that these facilities are unattractive. Serious consideration should be given to
the use of stealth technology.
