RE: Attached copy of Concept Review letter from Ted Shepard and explanations of how
the issues have been addressed for a proposed Nextel wireless telecommunications
facility to be located at 1314 Red Cedar Circle, Ft. Collins, CO 80524 (Josh Ames).
Comment #•
1. Existing electrical power is adequate at this site.
2. Nextel has a lease here and has the proper access easements to access the proposed
site.
3. This site will require a 12' X 22' sq. ft. concrete pad for the equipment shelter and an
approximately 5' X 5' footprint for the monopole foundation. Total improvements
equal 289 sq. ft. (less than 350 sq. ft.).
4. Site Plan has a reference on it, for Stormwater purposes, that it is located in Grid #8E.
5. Photosims are included in the submittal package.
6. Applicant is requesting approval through the Administrative (Type One) review
process.
7. This facility will have a 6-foot high, cedar fence completely surrounding it (40' X
40').
8. Subsequent to the Concept Review letter being written by Ted Shepard, the owners of
the property have brought the original, approved (by the City of Ft. Collins)
landscaping plan into compliance (as of 7/12/00). This completed landscaping (There
are 81 plants and trees planted here, 9 of which are dead or dying. The dead and
dying plants will be replaced with identical, live, plants.) which is on the north and
which is on the north and west sides of the property, coupled with the existing
perimeter fence on the north and west sides of the property, and the proposed fence
enclosing the facility itself, should provide more than adequate screening from the
north and west views. Views from the east and south will be screened by an existing
building, a covered parking structure, and the recreational vehicles stored thereunder
and the proposed fence surrounding the Nextel facility. Nextel would ask Current
Planning to consider that this proposed wireless telecommunications facility is
adequately screened, as proposed, and waive any requirement to upgrade the existing
landscaping.
9. This monopole will be painted a tan or medium brown (or any other color) as Current
Planning directs.
10. Required Setbacks, for the monopole, from the east and west lot lines are satisfied
(one foot of setback for each foot of height, from the City of Ft. Collins Land Use
Code, Division 3.8, Section 3.8.13 (C)(1)). The required Setbacks from the north and
south are not satisfied, however a Stamped letter from a Colorado licensed PE stating
that this monopole is engineered to avoid structural failure, is a part of this
Application (and is required in order to waive the required setback).
11. This monopole is designed for collocation and is capable of carrying additional
antennas (for expansion or a competitor).
12. The site is designed at 80 feet AGL (Above Ground Level) in order to assure that
there is adequate "overlap" (in signal coverage) between this site and the adjacent
Nextel sites that this site communicates with. The overlap is needed in order to assure
that coverage and capacity concerns are met in the normal operation of the system
and especially if one of the sites in the system fails for any reason (the overlap from
adjacent sites picks up the traffic from the failed site). At lower heights system
coverage and capacity are compromised and the need for more sites becomes greater.
Also, at a total height of 80 feet AGL another carrier could mount their antennas on
the monopole at 65 or 70 feet and still meet their own system requirements. If the
monopole was built at mower height, say at 60 feet, it may be more -difficult -for
another carrier to meet their system requirements below that height, possibly
compromising the collocatable function of this monopole.
13. Nextel believes that a "mimic" structure for this facility is not feasible in this area
because there is really nothing to mimic here. A grain bin, silo, elevator, water tower,
clock tower or bell tower would be out of place in this area. Any of these structures
would also present a larger profile (making it more visible rather than less visible to
the public at large) than the proposed monopole. There is nothing that really stands
out here except utility poles and street light structures.
Nextel believes the best methods of mitigating the visual impacts of this proposed
monopole are twofold. First, the proposed monopole will be painted a tan or light -to -
medium brown color. Discussions with Ted Shepard have resulted in these color
options. However, Nextel is prepared to paint the monopole any color that Current

Planning directs. Secondly, the antennas themselves will be individually enclosed by
cylindrical, fiberglass casings. These casings will be painted to match the color of the
monopole. The overall effect of this process will be a monopole, located in an
Industrially zoned area, that resembles a taller -than -average light pole.
