RE: 1314 Red Cedar Circle Wireless Telecommunications Facility
Dear Mr. Hoopes:
This letter is in response to plans for Evergreen Park — The Toy Shed Wireless Telecommunication
Equipment -Project Development Plan (Planning File #50-91F) submitted on July 31, 2000. Please
note that staff reviewed your plans and the Planning Division mailed a request for comments to several
public agencies and departments. This development proposal is subject to and shall comply with all
requirements set forth in the City's Land Use Code (LUC), specifically: Articles 2. Administration
(Development Review Procedures); Article 3. General Development Standards; and, Article 4. [Zoning]
Districts.
The City of Fort Collins Land Use Code (LUC) requires that throughout all land use proceedings, the burden
to comply with all applicable standards rest with the applicant. Staff, after reviewing materials submitted by
the applicant, finds that revisions/re-design to the submitted plans dated 25 Jul 00 are warranted to meet the
Land Use Code.

1. Provide an overall site plan showing the proposed site plan in relation to the surrounding area.
This plan shall include an area beyond the property lines of the proposal showing the area and
uses within five hundred (500') feet o the proposal, exclusive of public right-of-way, at the same
scale of the underlying proposal as required by the City of Fort Collins Development Manual. All
plan sets shall reference the project development plan.

2. Delineate to scale, all property line setbacks, roadway right-of-way widths and improvements,
private drive widths, parking stall width and lengths, and sidewalk widths internal and abutting this
development plan as required by the City of Fort Collins Development Manual.
3. The plan sets need to include building envelope/footprint dimensions and distance to nearest
property lines as required by the City of Fort Collins Development Manual.
4. Please label the sheet plan sets Sheet 1 of 5±, Sheet 2 of 5±, et cetera in the lower right hand
corner of each applicable sheet.
5. Please remove directions to this site leading from Denver, Colorado.
6. Signature blocks shall meet those as outlined in the City of Fort Collins Development Manual.
7. All plans and illustrations shall include the appropriate verifiable scale, including the Overall Site
Plan. The overall site plan, site plan, and landscape plans shall utilize the same scale, as required
by the City of Fort Collins Development Manual.
8. All elevations shall be submitted, including the south and east elevations.
9. Per Land Use Code (LUC) Section 3.8.13(C)(2) and (3) requires that wireless telecommunication
facilities and equipment be consistent with the architectural style of the surrounding architectural
environment (planned or existing) considering exterior materials, roof form, scale, mass, color,
texture and character. Such facilities shall also be compatible with the surrounding natural
environment. If such facility is an accessory use to an existing use, the facility shall be constructed
out of materials that are equal to or better than the materials of the principal use. It is not clear to
staff if this facility meets this code standard since the written narrative provided did not specifically
cite Land Use Code standards and finding of compliance to each standard and the drawings do not
indicate a design that is compatible with the surrounding area. If co -location is not possible, a
more appropriate height may be 40 - 50 feet based on the surrounding built environment. Further,
it appears enclosure may differ from the main structures, what are the building materials for the
equipment shelter.
10. Per LUC Section 3.8.13(C)(4), please provide the required landscape plan meeting Land Use Code
provisions.
a. Per LUC Section 3.2.1(D)(2) street trees need to be placed at thirty-foot to forty -foot spacing
intervals along Red Cedar Circle. The trees have to be placed at least eight (8) feet away
from the edges of driveways and alleys, and forty feet (shade trees)/fifteen feet (ornamental
trees) (LUC 3.2.1(K) from any street light.
b. Section 3.2.1(E)(4)(a) of the LUC requires that trees be planted every 25' between parking lots
and the street, and every 40' between parking lots and interior lot lines. Upon review of the
landscape areas between the curbs and property lines and streets and the side property lines
and areas between -the property line and parking areas have not satisfied this requirement.
c. Section 3.2.1(E)(2)(d) of the LUC requires foundation -planting beds a minimum of 5 feet wide
along at least 50% of all high -use or high -visibility facades.
11. Per LUC Section 3.8.13(C)(5) fencing can not exceed six (6) feet in height, the proposed fence
scales to 6.5 feet in height and the momopole (sic) scales to 79.5 feet on sheet A2.0.
12. Per LUC Section Sections 3.5.1(F), 3.5.1(G) and 3.8.13(C)(8) please provide notation on plan
sheets of all proposed color(s) (color chips) to verify that all wireless telecommunication facilities
and equipment are painted to match as closely as possible the color and texture of the wall,
building or surrounding built environment. Muted colors, earth tones and subdued colors are to be
used.
13. Per LUC Section 3.8.13(C)(11) verification shall be submitted that access roadways are capable of
supporting all of the emergency response equipment of the Poudre Fire Authority.
14. Please return all redlined documents with plan revisions.
15. At least one more round of review for the project development plan is required before a
recommendation can be forwarded for a public hearing.
16. Section 2.2.11 of the Land Use Code requires that an applicant submit revisions based on this
letter within 90 days or the project application becomes null and void. Your responses to the City's
concems are due by December 25, 2000. A 30-day extension to this deadline is available.
Request for an extension should be directed to the Current Planning Director. If remaining issues
are those that do not require plan revisions, a status report verifying continuing efforts toward
resolving the issues is required within the same timeline.
Additional comments and the required number of revised plans may be forthcoming as the various
departments and reviewing agencies continue to review this request.
Please provide a written response to each of the above comments with the submittal of plan revisions.
addition, a revised site development plan drawn to scale which is clearly dated and labeled shall be
submitted to address the above.
The burden of demonstrating compliance with all Land Use Code criteria is with the applicant. To facilitate
