Box 580 Fort Collins, CO 80522-0580 On behalf of Nextel Communications (Applicant) please accept this letter as proposed Applicant's request for an Administrative Review (Type One), and approval, for an unmanned, wireless, telecommunications facility to be located at 1314 Red Cedar Circle, Ft. Collins, CO 80524. Current use of this site location is as a recreational vehicle storage yard. Proposed Applicant's intent is to install an unmanned, collocatable, wireless telecommunications facility. The purpose of this installation is to provide wireless telecommunications coverage in and around the northeast area of Ft. Collins, CO. Statement of Planning Objectives Proposed Nextel Wireless Telecommunications Facility (Josh Ames/CO-0398C) Owner: John C. Dixon Location: 1314 Red Cedar Circle, Ft. Collins, CO 80521 Assessor's Parcel Number: 9701214004 The Zone District is Industrial (I). Wireless Telecommunication Facilities are permitted, subject to Administrative Review, in this Zone, according to the City of Ft. Collins Land Use Code (updated December 1998), Division 4.23 (13)(2)(d). Maximum building height in this Zone is 4 stories (100 feet) for nonresidential uses, according to the City of Ft. Collins Land Use Code (updated December 1998) Division 4.23 (D)(1)(a). Nextel is requesting approval for an 80-foot, collocatable, monopole. This request is 20 feet below the allowable height maximum. Required Setbacks, for the monopole, from the east and west lot lines are satisfied (1 foot of setback for each foot of height, from the City of Ft. Collins Land Use Code, Division 3.8, Section 3.8.13 (C)(1)). The required Setbacks from the north and south are not satisfied, however a Stamped letter from a Colorado licensed PE stating that this monopole is engineered to avoid structural failure, is a part of this Application (and is required in order to waive the required setback). There will be a solid cedar fence around the base of this 40' by 40' (total footprint) facility, for screening. The facility will include a 12' by 22' equipment shelter and an 80' monopole. The facility is to be located inside an existing fenced area, the outside of which has been landscaped according to a landscape plan that was approved by the City of Ft. Collins in 1998. The owners of the property have recently brought this landscaping plan into compliance (as of 7/12/00) by completing the original planting schedule and by replacing some of the original plantings that had died. Out of 81 plants and trees that have been planted here, 9 are dead or dying. These will be replaced with identical, live, plants. It should be noted that even with the 9 dead plants (out of a total of 81 in the landscaping plan), this property has by far the most, and nicest, landscaping on Red Cedar Circle. The property to the south (1232 Red Cedar Circle) has only 4 trees and 8 shrubs. The property across the street, to the west, (1331 Red Cedar Circle) has 48 various trees and bushes (mostly untrimmed and neglected), some of which have overgrown the sidewalk so badly that a pedestrian would have trouble walking on the sidewalk in some places. The property adjacent, to the north and east (no address, but the owner is Scott R. Milan) has no landscaping whatsoever on either of the two sides (north and east) that face city streets Red Cedar Circle and Blue Spruce, respectively. The original landscaping plan for 1314 Red Cedar Circle leaves little room for new landscaping along the north and west sides of the property. However, the existing fence is an additional screen on these sides. Additionally, views from the north side of the property are well screened by existing buildings on the property, with additional screening being provided by the outside perimeter fence and the proposed inside fence at the base of the facility. The views from the east and south will be screened by an existing building, a covered parking structure, and the recreational vehicles stored thereunder, and the proposed fence surrounding the facility. Because it would appear that this area seems to be adequately screened from public view, Nextel is not planning on adding any additional landscaping to this property unless specifically directed to do so by the Current Planning Department, as a condition of approval. Nextel will paint the monopole a tan or medium brown color as preferred by the City. Additionally, the antennas will be enclosed with fiberglass shields (painted'to-match-the monopole) in order to make the antennas resemble light fixtures atop the monopole.
