Box 580 Fort Collins, CO 80522-0580 RE: Response to Staff Review Comments letter from City Planner, Ron Fuchs, and explanations of how the issues have been addressed for a proposed Nextel wireless telecommunications facility to be located at 1314 Red Cedar Circle, Ft. Collins, CO (CO- 0398C). Ft. Collins Planning File #50-91E. (Note: Staff Review Comments letter identifies this site as #50-91F, but I believe that all other documentation for this site identifies it as 950- 91 E). Comment #• 1. All plans and illustrations now include the appropriate, verifiable scale. 8. All elevations are submitted here, including the south and east elevations. 9. Per LUC Section 3.8.13(C)(2) Nextel's equipment shelter at this site will be constructed of steel and be roofed and sided with Pro Panel I1 aluminum siding ordered in the color, White, and trimmed in the color, Ocean Blue, to exactly the match the building directly to the east of the facility in color and materials (same materials manufacturer). All of the existing buildings on this site are similar in color and texture to each other and Nextel's equipment shelter will exactly match the building to the east and be very similar to the rest. Per LUC Section 3.8.13(C)(2) Nextel's monopole at this site will be constructed of steel and be painted a light -gray color. The 12 panel antennas on this monopole will be enclosed in individual fiberglass shields in order to make the antennas resemble light fixtures at the top of the monopole. These fiberglass shields will be painted the same light -gray color as the monopole per LUC Section 3.8.13(C)(3). This particular "stealth" treatment was chosen for this site because there really is nothing else, architecturally, to mimic in the area except for the existing light standards along the streets (approximately 20-feet in height). It affords, basically, the same narrower profile as a light standard, though taller. There are numerous other tall pole -structures in the area as well, including wooden high-tension utility poles (30-40 feet in height) directly to the south of Nextel's site (in the adjacent ROW) and taller, steel, utility poles to the south and east about half of a mile. This area is not without some relatively tall, existing, structures. Nextel initially chose this location because it is in an Industrial Zone and approximately a quarter mile away from the closest residentially zoned area. Maximum building height here is four (4) stories (100 feet) for non-residential uses according to the City of Ft. Collins LUC Division 4.23(D)(1)(a). Though the proposed monopole is not a building the 80-foot height request would seem to be within the general height parameters of this zone. Nextel is aware of the City of Ft. Collins' concern with the potential proliferation of monopoles in and around the city. Nextel would ask Current Planning to consider that Nextel's request for 80-feet of height at this site is not arbitrary and that Nextel requires 80-feet in order for this site fit into it's network here and eliminate the need for any additional Nextel sites in this area. At 80-feet, this site will also be truly collocatable and be capable of supporting at least two sets of competitor's antennas, thus further decreasing the need for additional monopoles in this area. 10. a. The existing landscape plan is in conformance with LUC Section 3.2,1(13)(2) and LUC Section 3.2.1(K) at this time. b. LUC Section 3.2.1(E)(4)(a) has been deemed not applicable by the City of Ft. Please see attached memo from Ron Fuchs dated 11 /28/00. 11. Per LUC Section 3.8.13(C)(5) proposed fence is six -feet in height and has been scaled appropriately. Monopole has been scaled appropriately as well. 12. Per LUC Sections 3.5.1(F), 3.5.1(G) and 3.8.13(C)(8) proposed colors have been noted on plan sheets. The colors of the equipment shelter were chosen to match the existing buildings on the property. The monopole color was chosen to blend -in with the area in general (there are a number of gray -colored buildings in the area) and the often varying colors of the sky. Brown and beige colors were initially considered, but discarded, due to the lack of surrounding, similar colored background that these colors might blend -in with. 13. Per LUC Section 3.8.13(C)(11) as shown on drawings, Access Easement is 25-feet wide. 14. No redlined documents were returned to me with City of Ft. Collins comments. Thank you for your consideration.
