Dear Jerry,
City Staff has reviewed your submittal for Evergreen Park, Lot 3,
IL Site Plan Review, and offers the following comments:
1. Please add a note to the site plan stating that outside
storage is not allowed until the remainder of the lot is
brought into compliance with the parking code.
2. since there will be vehicular access to the north and south
v sides of the building, the lot will have to comply with the
parking code from the street to the east end of the building,
ie. a 10' landscape strip is required behind the sidewalk on
Red Cedar Circle, a 5' landscape strip is required along the
north and south lot lines, and 6% of the interior
parking/drive area is required to be in landscaped islands.
You can work with Peter Barnes in Building Inspection on ways
to accomplish these requirements.
3. The lot should be hard surfaced around the building.
4. If the only access into the building is from a door on the
west wall, then the parking code would apply to the west edge
of the building, unless the fire department requires that the
an access drive circle the building. The parking code.would
_ apply to the entire site at such time as outside storage is
5. Please include a driveway detail on the site plan. Will the
gate be chain link?
6. You will need to take out a curb cut permit in order to
construct the driveway. You can apply for this permit with
the Engineering Department. If you have questions about this
process, please contact Mike Herzig at 221-6750.
7. The driveway gate should be set back from the street far
enough to allow for a vehicle to be stopped at the closed gate
and still be off the street.
8., Please dimension the street features within the right-of-way.

10. one item already discussed is onsite detention. You will have
to come to an agreement with the Stormwater Department on the
issue of phasing the project to reduce fees due now, as well
as phasing drainage improvements.
0 11. Stewart and Associates have been in contact with Glen
r Schlueter at the Stormwater Department to discuss offsite
drainage easements. Glen will still need to see a drainage
report which fully evaluates the drainage plan. The drainage
study should address full lot build out to assure that future
runoff can be accommodated.
✓ 12. Please show the existing 6' utility easement on the site plan.
13. Water and Sewer mains are existing in the street, and taps for
the services to the building should be made to these mains
when service is desired.
✓ 14. Please add two street shade trees to the landscaped area along
Red Cedar Circle, one on each side of the driveway. The City
Forester recommends that these trees be Ash, Locust, Linden,
or Hackberry.
15. Please add a note to the site plan which states that any
storage or use of flammable liquids may require a hazardous
materials impact analysis, depending on the amount and nature
of the materials.
16. Also, add a note stating that any future uses on the remainder
of the lot will require review by the Planning Director and/or
the Planning and Zoning Board.
17. Please add a Land Use Data table to the site plan. This table
should give in acres or square feet, the total lot size, total
building size, the building footprint size, the area in
landscaping (%), the area in drive (%), the number of
employees (0?), and the height of the building. Also, include
a statement regarding the intended use of the- -building..
Describe the number of vehicle trips to and from the site per
day and approximately when these trips would occur.
18. Staff recommends that you provide 2 or 3 parking spaces on the
west side of the lot north of the gate (see attachment). We
recommend these be located north of the gate because we are
also recommending that you move the proposed doors to the
south side of the building and there would be less conflict
with vehicles pulling around the building and vehicles
temporarily parked outside of the building. It would be
preferable considering that the north side is the shady side
where snow would last longer in the Spring and ice would build
up. In general the south side openings would provide natural
light, heat, and would be more energy efficient if the
building were ever to be heated.
19. Please indicate on the site plan, theuses of adjacent land
within 150' of this property. If the land is vacant, please
indicate that it is "lot x of x subdivision- vacant".
20. Add a title across the top of the site plan "EVERGREEN PARK,
LOT 3- IL SITE PLAN REVIEW".
21. Please add signature blocks for the Planning Director and for
the owner, including'a notary public signature. The owner's
signature needs to include the owner certification of
acceptance of conditions and restrictions as set forth on the
site plan. I will enclose a sample of these signature blocks.
22. Please resubmit the plans .on 24" by 36" sheets. The final
mylars must be 24" by 3611, no sticky back is permitted, and
all.signatures must be original and in black ink.'
23. When you have made revisions, please submit 5 copies to the
Planning Department for review.
This concludes staff comments at this time. In order to schedule
a Public Hearing for this project and to notify the affected
property owners of the hearing, I will need to have the APO list
and labels as soon as they are completed. I will need to have 8 to
10 days notice in order to get the letters out and to notify the
newspaper.
