For your information, attached is a copy of the Staffs comments concerning the Fossil Creek Office
Park (Cameron Park PUD), which was presented before the Conceptual Review Team on
December 18, 1995.
The applicant proposes a 17 lot office park on the west side of S. College at Fossil Creek Boulevard
(extended), south of Weberg Furniture.
The comments are offered informally by Staff to assist you in preparing the detailed components of
the project application. Modifications and additions to these comments may be made at the time of
formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: December 18, 1995
ITEM: Fossil Creek Office Park (Cameron Park PUD).

LAND USE DATA: Request for a 17 lot office park on the west side of S. College at
Fossil Creek Boulevard (extended) south of Weberg Furniture.
COMMENTS:
1. The Zoning Department stated that the property is zoned B-L, Limited Business and B-P,
Planned Business with a P.U.D. condition. Please contact Gary Lopez at 221-6760 with any
questions regarding this comment.
2. The Light and Power Utility stated that there is existing three phase and single phase
available to the site. Normal electrical development charges will be applicable. Please contact
Kevin Westhuiz at 221-6700 with any questions regarding these comments.
3. The Poudre Fire Authority stated that the maximum length allowed for a cul-de-sac is 900'.
Please contact Roger Frasco of the Poudre Fire Authority at 221-6570 with any questions
regarding this comment.
4. The Water and Wastewater Utility stated that the property is located in the Fort Collins -
Loveland Water District and South Fort Collins Sanitation District. Please contact Terry
Farrill of the District at 226-3104 with questions regarding existing capacity and submittal
requirements. Water Conservation Standards for Irrigation and Landscaping will be
applicable. Please contact Roger Buffington at 221-6681 with any questions regarding these
comments.
5. The Engineering Department offers the following comments:
a. The Street Oversizing Fee for office uses is $10,504 per acre. Retail uses are $14,005
per acre.

b. A traffic study update must be submitted with the development application.
C. Pedestrian access between existing office buildings and the new "proposed" office
park will be required.
d. Standard utility plans must be submitted and a development agreement will be
required for all public improvements.
e. All new street construction must conform to City street standards.
f. The Engineering Department could support the proposed access plan if the City does
in fact purchase the land south of this property for open space (no further
development). However, a state highway access permit is needed for the entire site.
g. Permanent cul-de-sacs are required at all dead ends.
h. Changing the name of Fossil Creek Drive to Cameron Drive would require an action
by City Council. Staff suggests that the street remain as Fossil Creek Drive.

6. The Stormwater Utility offers the following comments:
a. The property is located in the Fossil Creek Drainage Basin. The Stormwater
Development Fees for this basin are $2,275 per acre based upon the amount of
impervious surface area and the amount of on -site detention provided, due at the
issuance of building permit.
b. A standard drainage and erosion control report (update) must be prepared and
submitted by a Colorado licensed engineer.
C. Grading issues may be a problem on this site.
d. An off -site easement from the outfall of the site to the pipe passing water under
Highway 287 is required even though the project was platted in the county (per Paul
Eckman, Deputy City Attorney). There is still a change in runoff on the neighboring
property.

7. The Natural Resources Department has looked at the property to the south of this proposal
and talked with the property owner about acquisition of the adjacent property for open space.
There are wetlands throughout the property to the south. Portions of these wetlands do
extend onto the Fossil Creek Office Park (Cameron Park PUD) property. Building areas will
s
need to be established for Lots 13 and 14 in particular to insure adequate buffering. Site
characteristics (steep slopes, ponds, wetlands, rock outcroppings) will dictate sensitivity in
engineering the site. A natural corridor should be provided which connects the existing ponds
which are on the site. The Natural Resources Department will need to look at the Utility
Plans when submitted. Please contact Rob Wilkinson at 221-6288 with any questions
regarding these comments.
8. The Planning Department stated that the entire project should be submitted as a PUD. The
applicant could request Preliminary and Final PUD approval for the 7 lots which are already
platted and request Preliminary PUD approval for the remainder of the property. Please
