Comment Number: 2 Comment Originated: 04/20/2020 04/20/2020: Have you considered consolidation of trash collection into the existing enclosure that is located between buildings? JR Response: The size of the existing trash enclosure is insufficient for both properties. Comment Number: 3 Comment Originated: 04/20/2020 04/20/2020: The perimeter of the parking lot must be screened or landscaped in accordance with Section 3.2.1(E)(4). Comment Number: 4 Comment Originated: 04/20/2020 Page 2 of 12 04/20/2020: Any fire lane required by the Poudre Fire Authority must be kept clear of parked vehicles and other obstructions at all times. The fire lane must be posted with a sign so that it is kept free of any obstructions such as parked cars. Please indicate locations of signs on site plan. JR Response: Signs delineated on site plan. The photometric plan does not adequately demonstrate that the wall packs selected meet the requirements of this section. Please clean up fixture information so that it clearly demonstrates the specifications of what is being proposed. Rick Foerester Response: Addressed Comment Number: 6 Comment Originated: 04/20/2020 04/20/2020: Due to this site’s location within the Commercial Limited zone district a connecting walkway is required for industrial buildings. Meaning, the walkway to the east will need to be continued in a logical and well-designed manner. Standards require the connecting walkway to be unobstructed by vertical curbs, stairs, raised landscape islands and must link street sidewalk with the building’s entryways. JR Response: Sidewalk extended per recommendation. Comment Number: 7 Comment Originated: 04/20/2020 04/20/2020: The building must contain a recognizable base, middle, and top. The area of most concern is the south and east facing facades. Examples of a recognizable base includes thicker walls, ledges or sills, integrally textured materials such as stone or other masonry, integrally colored and patterned materials such as smooth-finished stone or tile, etc. Rick Foerester Response: Imitation stone veneer has been added to the south and east facing facades to match what exists on the adjacent detached building to the east. The paint colors also (field and trim) are to be the same as the adjacent building as well. Therefore, both buildings are finished with same style and color for consistency on the property. Loading docks, service bays and garage doors cannot face any abutting public street and is encouraged to face side yard. Is it feasible to leave one existing service door on the south side of the site in its location? Rick Foerester Response: Respectfully, no. Needed at the end of the work zone is a large wash bay. The size is such that it the orientation of that facility then hinders movement in the area with the large water tanks alongside the Vegetation and Flower Rooms. The new overhead door is considerably smaller in size than the existing overhead doors. Only 7-feet wide and 8-feet high. Comment Number: 4 Comment Originated: 04/21/2020 04/21/2020: Any damaged curb, gutter and sidewalk existing prior to construction, as well as streets, sidewalks, curbs and gutters, destroyed, damaged or removed due to construction of this project, shall be replaced or restored to City of Fort Collins standards at the Developer's expense prior to the acceptance of completed improvements and/or prior to the issuance of the first Certificate of Occupancy. The Use will be mixed, F-1 / B. Comment Number: 2 Comment Originated: 04/13/2020 04/13/2020: FIRE SPRINKLER SYSTEM VS. FIRE CONTAINMENT The building exceeds 5,000 square feet and shall be sprinklered or fire separated so that no fire area exceeds 5,000 square feet. If containment is used, the containment construction shall be reviewed and approved by the Poudre Fire Authority prior to installation. If sprinklered, the fire line shall be noted on the Utility Plans. Rick Foerester Response: Understood. Currently the western portion of the building is 5,101 s.f. For operation of the proposed facility, the applicant request that the existing space remain, however, to provide the proper containment of this larger area from the rest of the building structure to the east, this separation wall shall be modified to increase the fire-rating, required by Code to a 3-hour wall. Page 5 of 12 Comment Number: 3 Comment Originated: 04/13/2020 04/13/2020: WATER SUPPLY A fire hydrant capable of providing 1500 gpm at 20 psi residual pressure is required within 300 feet of the building. The existing hydrant on site meets this location requirement, however, it is always the responsibility of the applicant to verify pressure and volume. JR Response: Noted Comment Number: 4 Comment Originated: 04/13/2020 04/13/2020: FIRE APPARATUS ACCESS Fire access is required to within 150' of all exterior portions of any building, or facility as measured by an approved route around the perimeter. The EAE as identified on the Site Plan is ambiguous and should be better defined. The fire lane shown on the Utility and Landscape Plans as an Emergency Access Easement fulfills perimeter access in principle; however, portions of the fire lane are currently obstructed or not built to standard. Conditions of approval include improving the fire lane to minimum specifications as outlined below. JR Response: Extents denoted more clearly. Comment Number: 5 Comment Originated: 04/13/2020 04/13/2020: FIRE LANE - MINIMUM REQUIREMENTS > All portions of the fire lane shall be maintained unobstructed at all times. JR Response: Noted > The hammerhead turnaround is not properly delineated. It is obstructed by parked cars and vegetation. Portions of the surface are gravel, there is an existing tree which may be in conflict or as a minimum, needs to be limbed to a height of 14 feet. JR Response: Trees/Vegetation will be removed or limbed to the designated height. See tree mitigation plan > The fire lane shall be designed as a flat, hard, all-weather driving surface capable of supporting 40 tons. At this time, all portions of the dedicated Emergency Access Easement are required to be hard surfaced. This includes the area immediately south of the grow facility as well as the hammerhead turnaround. JR Response: All fire lane areas are to be paved with and capable of supporting 40 tons as denoted on the plans > The required turning radii of a fire apparatus access road shall be a minimum of 25 feet inside and 50 feet outside. The existing hammerhead turnaround was not constructed to this standard. Updated plans appear to indicate improvement so long as other requirements as outlined above, are being met. JR Response: Noted > All portions of the fire lane shall be identified with appropriate signage. This is not currently provided to minimum standard. Further development shall include a whole-site approach to bringing all portions to minimum standards. Sign locations or red curbing shall be labeled and detailed on final plans. Refer to LCUASS detail #1418 & #1419 for sign type, placement, and spacing. Please add LCUASS sign detail to plan set. JR Response: Fire signage has been denoted on the plans. Comment Number: 6 Comment Originated: 04/13/2020 04/13/2020: GATING Obstruction of the fire lane by gating requires approval of the fire department. Page 6 of 12 Gating requirements and minimum specifications are provided below. IFC D103.5: Gates securing fire apparatus access roads shall comply with all of the following criteria: 1. The minimum gate width for vehicle access shall be 20 feet. 2. Gates shall be of the swinging or sliding type. 3. Construction of gates shall be of materials that allow manual operation by one person. 4. Gate components shall be maintained in an operative condition at all times and replaced or repaired when defective. 5. Electric gates shall be equipped with a means of opening the gate by fire department personnel for emergency access. Emergency opening devices shall be approved by the fire code official. Gates must have a Knox Gate Key Switch that fits the Knox Key system for Poudre Fire Authority. 6. Gate design and locking device specifications shall be submitted for approval by the fire code official prior to installation. Secured gates shall have an approved method of access and opening. Comment Number: 7 Comment Originated: 04/13/2020 04/13/2020: HAZARDOUS MATERIALS IMPACT STUDY Any portion of the development site entailing the use or storage of hazardous materials (including hazardous wastes) shall be designed to comply with all safety, fire and building codes for the use and storage of the hazardous materials involved. Adequate precautions shall be taken to protect against negative off-site impacts of a hazardous materials release, using the best available technology. Contact Poudre Fire Authority for details, specific requirements, or assistance. A Hazardous Materials Impact Analysis (HMIA) mey be required at time of permitting. If the total disturbed area due to construction and or grading activities exceeds 10,000 square feet then an Erosion and Sediment Control Plan and an escrow would be required. If the disturbed area exceeds 1 acre, then an Erosion and Sediment Control Report would also be required in addition to plan and escrow. In that case the site would also be subject to state requirements for a dewatering discharge permit. If the total disturbed area is less than 10,000 square feet then the site still needs to maintain good housekeeping practices but will not be subject to Erosion and sediment control materials submittal. However, City Erosion Control inspectors would respond to the site on a complaint basis and the contractor would still need to maintain site control in a manner that prevents debris and sediment from entering the stormwater system at all times. Please incorporate another ornamental or columnar species. Additionally, this cultivar would not be considered an ornamental, since it can reach a height of 40 feet. Please change the symbol to indicate that this is a columnar tree.
