Project Information
We are proposing to change the existing land use from place of worship to a child care center for 5127
S College Ave.
The existing building is a one-story building with a west parking lot, concrete sidewalks, and perimeter
landscaped areas. This building has been used as a place of worship, but is currently vacant. The
building has a gross area of 3,010 sf. It currently has 2 toilet rooms and a small kitchenette with 2,684 sf of
open area. There are no major changes proposed to the exterior of the building.
The neighboring properties in the Cameron Park complex are commercial buildings with various
business uses. Across College Avenue there are more commercial buildings, with retail, educational,
and places of worship land uses. An existing road and other properties are between the property and a
natural area to the South.

There are plans to update the interior with two classrooms. One classroom will hold 30 preschool age
children and the other classroom will hold 22 toddlers. There will be anywhere from 1-8 employees at a
time. Two toilet rooms will be added to accommodate the children in the facility and the existing toilet
rooms will be rearranged to meet current accessibility requirements. There will be an exterior door
added to the toddler room to provide an exit door in each classroom. All other items have been
assessed and rearranged to meet accessibility requirements.
The existing parking lot area will remain the same footprint. There are (6) compact 60 degree spaces
along the west property line that will stay the same. (3) standard 60 degree parking spaces adjacent to
a standard 60 degree accessible space will be re-striped along the east side of the existing parking lot.
There will be a new masonry trash enclosure added in the Northeast corner of the parking lot to
accommodate a 2 ton trash dumpster and (2) 95 gallon recycling bins.
There is a new proposed sidewalk to the East of the property that will come into contact with existing
trees. Forestry has been informed and a plan of action is underway for the best solution.
The new classrooms require play areas to accommodate the children. There is a 753 sf play area
proposed for the toddler classroom and a 1335 sf play area proposed for the preschool classroom.
These spaces will not have any permanent playground equipment. They will be re-surfaced with mulch
or rubber chips and fenced in with a dog ear wood picket fence.
In regard to other site considerations, exterior emergency lighting will be updated to meet current
codes and city standards. The existing exterior can lights and light pole are to code. There are no
proposed changes to the existing drainage and there will be a new bike rack installed to
accommodate (5) bikes.
