Resolution 91-XX Stating Intent to Annex Certain Property and Initiating Annexation
Proceedings for the K-2 Annexation. The annexation is called: K-2 Annexation.
RECOMMENDATION:
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY:
The property being considered for annexation has, for a period of not less than three (3) years,
been completely surrounded by property contained within the boundaries of the City of Fort
Collins. The property being considered for annexation is approximately 29.72 acres in size and
is located east of I-25, north of Vine Drive and south of the Latimer and Weld Canal. The
property is currently used for agricultural purposes. There are several farm related structures
on the property. The proposed zoning for this annexation is il, limited industrial with a
Planned Unit Development condition. The surrounding properties are zoned il.
,The proposed Resolution determines that the annexation complies with the Municipal
Annexation Act and the Intergovernmental Agreement for the Fort Collins Urban Growth.
Area. The Resolution also determines that a public hearing is not required by Colorado law,
but that notice of the second reading of the ordinance, which is the effective date of
annexation, be given at least 30 days prior to the date of second reading of the ordinance.
BACKGROUND:
The property is located within the Fort Collins Urban Growth Area. According to policies and
agreements between the City. of Fort Collins and Latimer County contained in the
Intergovernmental Agreement for the Fort Collins Urban Growth Area, the City will agree to
consider -annexation of property in the UGA when the property is eligible for annexation
according to state law. The property became completely surrounded by the City of Fort Collins
through the following annexations:
N: Buckeye Farms, Inc and Harold D. Einarsen Annexation, October 18, 1988
E: Buckeye Farms, Inc and Harold D. Einarsen Annexation, October 18, 1988
S: Front Range Farms II Annexation, January 19, 1988
W: Allen, Lind, Moore Annexation February 21, 1984 and
Highway I-25 Annexation March 21, 1989 (this is a right -of- way annexation which
does not contribute to the creation of an enclave annexation)
The annexation is made up of three parcels which are under separate ownership. The owners
are as follows:

Planning and Zoning Board Recommendation:
The Planning and Zoning Board will conduct a public hearing on the annexation and zoning
request at their regular monthly meeting on January 27, 1992, and will make their
recommendation at that time. The Board's recommendation will be forwarded to the City
Council in time for first readings of the annexation and zoning ordinances. '
