Dear John,
Staff has reviewed your documents for the Fossil Creek Office Park P.U.D., Preliminary and Final
that were submitted December 26, 1995, and would like to offer the following comments:
The Zoning Department offers the following comments:
Lots 9, 10 and 15 are zoned B-L, Limited Business. Lots 11, 12, 13 and 14 are zoned
B-P with a P.U.D. condition. Please revise General Note #4 accordingly.
b. The Site Plan which was submitted is actually a grading plan. Please submit a Site
Plan which clearly shows dimensioned building envelopes, distances of building
envelopes from the property lines, parking layout, size of parking stalls, travel lane
dimensions, etc. Please either remove topographical contours or use a lighter line
weight.
C. Please submit a separate Landscape Plan for the property. The landscape plan must
have a plant list as well as water usage requirements.
to/ Please add a Note to the Landscape Plan which states: "Landscaping of common
open space areas shall be installed or secured with an irrevocable letter of credit,
escrow, or performance bond for 125% of the valuation of materials and
installation prior to the issuance of the first Certificate of Occupancy."
2. The Building Inspections Department offers the following comments:
a. The proposed buildings exceed 5,000 square feet in area. An automatic fire
suppression system or compartmentalization by fire -resistive construction is required
in accordance with Sections 3802, UBC as amended by the City of Fort Collins.
Please add a note to the Site Plan regarding this comments.

Avenue." However, TRANSFORT has indicated that the nearest bus stops are at the
northeast comer of S. College Avenue at Harmony (northbound); at the southwest corner of
W. Harmony and Mason (eastbound); and at the northwest comer of W. Harmony and Mason
(westbound). Each of these stops is more than half -mile away, with no direct access.
8 The Natural Resources Department stated that they have met with the applicant on site and
expressed concerns regarding building locations, landscaping, grading and architecture on the
lots adjacent to the ponds and steep terrain to the west of this site. The applicant agreed to
have the consulting engineers stake lot lines, building elevations, and some of the proposed
grading for field review by Rob Wilkinson. Ongoing discussions and negotiations are needed
with the applicant as well as strong coordination between the Natural Resources Department,
Stormwater Utility, and City Engineering.

11. The Planning Department offers the following comments:
POINT CHART:
a. Criterion 2b of the Business Service Uses Point Chart asks: "Is the project located
outside of the South College Avenue Corridor?" The LDGS defines the South
College Avenue Corridor as "that area within the Fort Collins municipal boundaries
and urban growth area which lies east of the Colorado and Southern Railroad tracks,
south of Laurel Street, and west of a line one thousand (1,000) feet east and parallel
to the centerline of College Avenue." The proposed property is located within the
South College Avenue Corridor. Therefore, no points will be awarded for Criterion
2b.
b. Criterion 2e of the Business Service Uses Point Chart asks: 'Does the project contain
two (2) or more significant uses?" The Planning Objectives which were submitted
only reference this as an office park which would constitute only a single use.
Therefore, no points will be awarded for Criterion 2e.
C. Criterion 2f of the Business Service Uses Point Chart asks: "Is there direct vehicular
and pedestrian access between on -site parking areas and adjacent existing or future
off -site parking areas which contain more than ten (10) spaces?" Please provide
documentation which shows the location of the existing or future off -site parking
areas and agreements which allow direct access to and use of off -site parking areas.
d. Based upon the information that was submitted, Staff is only able to justify 22 points
on the Business Service Uses Point Chart. The applicant must either provide
documentation to justify 6 points for joint parking; or gain a minimum of 2 points for
Energy Conservation (and thus claim that joint parking is not -applicable) to achieve
50% of the maximum applicable points of the Business Service Uses Point Chart.
g. Please delete the title "Site Plan Notes" and re -label the title as 'Project Land Use
Data".
h. Please delete the "Density" data from the Project Land Use Data.
I. Please delete the "Estimated Ratio of Floor Area to Lot Size" data from the Land Use
Data.
j. The Parcel Size indicates a total of 3.90 gross acres (169,884 acres) for the site.
However, the Project Coverage data totals 178,644 square feet. Please clarify and
verify all square footage and percentage calculations.
k. Are there a total of 133 parking spaces proposed (including 8 handicap spaces) or 141
total parking spaces? Please clarify.
1. Please add a General Note regarding the height and type of lighting proposed for the
office park.
M. Please show all bike rack locations.
n. Please revise General Note #10 to state: "This property is located in the Residential
Neighborhood Sign District. The location of all flush wall signs is to be reviewed by
the Planning and Zoning Board. All other aspects of signage for the development
must comply with the requirements of Chapter 29, Article IV of the City Code (the
Sign Code)."
LANDSCAPE PLAN:
a. 6% interior parking lot landscaping must be provided as well as landscaping adequate
to screen parked cars from the public right of way. Foundation plantings are also
needed.
b. Please provide a plant list which shows the common and botanical names, sizes, and
quantities of all proposed landscaping.
C. Please add data regarding water usage categories and percentage calculations.
d. Please add a note to the Landscape Plan which states: "The developer shall ensure
that the landscape plan is coordinated with the plans done by other consultants so that
the proposed grading, storm drainage, or other construction does not conflict nor
preclude installation and maintenance of landscape elements on this plan."
e. Attached is a copy of typical landscape plan notes. Please add the circled notes (1,
5, 6, 7, 8, 11, 12, 13, 14, 24) to the Landscape Plan.

❖ Street improvements must be completed to the north property line prior to the
issuance of a building permit for Lot 10. The design must be completed with this
P.U.D. and the development agreement will address the obligation to complete
the construction of the improvements.
❖ The developer is required to enter into a development agreement prior to
recording the final P.U.D.
❖ The utility plans for Phase One need to be organized into a complete set and
include a title sheet, index, general notes, and any details for current standards
needed to complete the project (water and sewer services if there are any
changes to what may be existing, curb and gutter, sidewalk,...) In addition, the
design for the frontage road to the north property line must be included.
❖ Sidewalk is required on both sides of the street. Any existing damaged
sidewalk, curb and gutter, and pavement will be required to be
repaired/replaced. Utility cuts may require an overlay of the existing streets.
