Dear Bill,
City Staff has reviewed your submittal for Kingston PUD final and
offers the following comments: .
1. If Horsetooth Road is widened, there may be an electric vault
or two that would have to be moved at the customers expense.
2. According to our records, the name of the street that
"Patterson Drive" connects to, is called Stonegate Drive. If
the plat of the Residences at Horsetooth Commons was filed,
you could negotiate with the Horsetooth Commons people to have
the name of the street changed to Patterson Drive. If the
plat was not filed and the Stonegate Road was never a public
dedicated right-of-way, then the underlying plat may have
dedicated the right-of-way as Patterson Place.,
3. The Fire Authority points out that Sanford Drive could be
confused with Stanford Drive.
4. The developer of this property should contact U.S. West to
arrange for telephone cable installation.
5. The greenbelt on the northside of Horsetooth Road needs. -to -be
dedicated as a utility easement. Landscaping in easements on
Horsetooth and Seneca may be in conflict with the natural gas
installation. Please contact Public Service concerning
possible conflicts.
'6. Any section of the Pleasant Valley and Lake Canal which is
disrupted or moved should be lined and sealed by the
developer, so that the ditch bed and banks are waterproof.
7.. The two gates, Nos. 116 and 117 (see enclosed map), which
serve the area of the ditch affected by this development,
should be appropriately sealed off by the developer.
8. The Company will require a written easement for the ditch.
itself as well as 35 feet on the "down side" of the ditch and
15 feet on the "up side" of the ditch ( measured from the
centerline).

9. Rip -rap should be installed where the ditch curves as
indicated on the enclosed map.
10. Any work to be done shall be accomplished only on those dates
agreed upon by the Company.
11. No trees, shrubs or structures should be placed on the
Company's easement.
12. The ditch company wants it known that they reserve the right
to provide further comments and requirements as the plans
develop and will require a written agreement and fee prior to
commencement of any work.

13. The corner side yard setback of 20' may prove to be too
restrictive and create a need for numerous administrative
change requests. The typical corner side yard setback is 151.
You may want to do a sketch to show the typical setbacks and
state that corner side setbacks are 15' and front yard
setbacks are 201, and state that houses fronting on Seneca be
set back 201. Zoning suggest that if you leave the corner
side yard set back at 201, you make a note that cantilevered
fireplaces and bay windows be allowed to project up to 2' into
the 20' setback.
14. The plat needs to clearly define the ownership, maintenance,
and purpose of each Tract. Please place these notes on the
site and landscape plans as well as on'the plat.
15. The plat needs the current dedication language, see redlines.
16. Other engineering comments are on the redlined plat and
utility plans which were sent to the Engineer. Engineering is
concerned that the curve tables are too small, they are
difficult to read and wonder if will they duplicate well from
a second generation mylar. Engineering makes a copy of the
mylar that is filed at the County and therefore they are very
concerned that the signed mylar be of high quality and good
black ink.
17. Please refer to the Utility Plan for comments from the Water
and Waste Water Utility.
18. Stormwater has numerous comments, I will send you a copy of
the hand written comments, rather than duplicating them here.
Please be,sure to have all Stormwater revisions in by April
lst to allow time for our review and any further revisions
which will be required before the project goes to the Planning
and Zoning Board.
19. Please add the following tree protection notes to the
landscape plan:
a. Avoid cutting surface roots wherever possible. Sidewalks
and paving levels should be contoured sufficiently to
avoid such cutting.
b. Existing trees to be saved should be marked with
prominent identification. Where tree trunks are apt to
be damaged, they should be protected with metal posts and
snow fence.
C. Heavy equipment should not be allowed to compact the soil
over the root zone of existing trees. Restricted
equipment access routes should be established.
20. Note on the landscape plan, under note #2, that grass receive
spray irrigation as well. Grass is a ground cover, but we
find that to avoid a misunderstanding it is best to spell it
out. Please note the proposed grass mixture on the landscape
plan. A drought tolerant mixture would be acceptable and
encouraged.
21. Typical dimension for shade trees is 2" caliper rather than 1
3/4" (ie. Patmore Ash). They., have a better survival rate and
are less likely to require replanting.
22. Please clarify note #8 on the landscape plan. Will there be
a Homeowners Association to maintain the entry way
landscaping, Harmony Road greenbelt, and detention pond? If
not, how will this maintenance be accomplished?
23. The future City Trail needs to be indicated on the plat, site
plan, and landscape plan.
24. Label the area between lots 2 and 3 of Block 1 as a drainage
easement. This should be labeled on the plat and site plan.
25. What sort of buffering, landscaping, or fencing scheme did you
come up with for the area between the lots and Casa Grande
PUD. Stormwater would allow some landscaping in the -drainage --
pond on the north property line. Please provide more
information on this, include any documentation that you have
on the negotiations with the Casa Grande Homeowners
Association. The buffering should be shown on the site and
landscape plans.
26. Is it possible to save the southern tree on lot 8, Block 1?
27. Show the proposed fence on the site and landscape plan.
28. The final site plan does not show the stone pillars in the
R.O.W, but the landscape plan does. Are you pursuing the
pillar entry feature in the R.O.W.? If so, Engineering and
Planning would want to meet with you to discuss alternatives
and options. Staff would rather see an alternative design
than pursue the encroachment permit, which would allow the
City to tear down the feature if.it became a problem.
This concludes staff comments at this time. In order to stay on
schedule for the April 27, 1992 Planning and Zoning Board hearing,
please note the following deadlines:
Plan revisions are due April 11 1992 by 12:00 noon (no joke!).
PMT's, colored renderings, 10 prints are due April 20, 1992.
Final mylars and other documents are due April 23, by 12:00
noon.
