SUBJECT: Landscape Plans for Kingston Woods

Kingston Woods Homeowners Association (KWHA) would like to request that the City of Fort
Collins not allow any administrative changes to the Landscaping Plans for Kingston Woods
Development. A discrepancy has arisen between KWHA and Wheeler Realty about the condition
of the detention basin located in the northeast section of the development.
The Landscaping Plans submitted to your office specify that the detention basin be seeded with a
tall Fescue blend of grasses. The blend should have consisted of 32% Rebel II, 32% Apache, and
32% Arid Fescue grasses. However, upon contacting the company contracted to seed the
detention basin, we discovered that the actual seeding was done with a blend of 70% Ephraim
Crested Wheat and 30% of Perennial Rye, Chewing Fescue and others. This substitution is
considered unacceptable by the KWHA because these grasses are very sparse and unpleasant in
appearance. As a result, the detention basin in Kingston Woods, which was described to several
homeowners before purchase as comparable to the detention basin at Chaparral upon completion,
is nothing more than a patchy eyesore. We are attempting to reconcile these differences with
Wheeler Realty and are waiting for their reply.
