Drake Fort Collins, CO 80526 Dear Bill, City Staff has reviewed your submittal for Kingston PUD preliminary and offers the following comments: 1. Please include lot sizes on the final plat. 2. The existing zoning is RP, rather than RLP as is noted on the plans. If your intent is for this to be reviewed as a PUD, rather than as a subdivision, please change the title on the landscape plans to Kingston PUD-preliminary. 3. The combined words and logo for the project sign are limited by the sign code to a maximum of 35 square feet. 4. Please refer to comments on the preliminary utility plan for changes concerning the water and wastewater service. 5. The Stormwater Utility has a number of comments. Please refer to the red lined utility plans for more details. In general, please provide the approximate area and volume of the detention pond. Also document the release rate per Casa Grande PUD report. Provide a benchmark, general vicinity map, and a drainage summary table. See drainage report and plan for more details and please return them with the revision. 6. Side lot drainage easements may be required. 7. Ditch company approval will be needed for .the Pleasant Valley and Lake Canal. 8. Clarify what happens to flows from Basins L and R. Swales might be needed for Basins A and C. Please refer to redlined plans. 9. A statement of maintenance responsibility for the drainage areas is required on the utility plans, plat, and landscape plans. The statement should be specific about drainage tracts, as well as other landscaped tracts, being maintained by the owner or homeowner's association. 10. Additional drainage calculations are needed for each basin's composite C- value. Please use a Mass Diagram for determining the required volume of the detention pond. 12. Please refer to the enclosed letter from the President of the Pleasant Valley and Lake Canal Company :for comments related to the ditch at the west side of the property. 13. Please show the centerline of the canal on the plans. Is the canal entirely on this property? It might be helpful if the lot lines and property lines were drawn in a solid line to make it easier to distinguish them from easement lines. 14. Rip -rap will be needed on the inside of the curve that the ditch makes when it makes the 45o turn.at Horsetooth. 15. The greenbelt tracts, B and C, on the northside of Horsetooth Road will need to be designated as utility easements. Also in the relocated canal area, Tract A, there needs to be an .easement on the north side of Horsetooth to install.a 4"/6" gas feeder main. 16. The stone wall must be located out of this easement to allow for maintenance of gas main. Trees need to be located at least 4' away from gas mains. 17. US West has requested that the following utility easements be added to the plat: 1) Along the south property line of lots 24, 25, & 26. 2) Along the south property line of lot 1 OR 3) Along the north property line of lot 2, Block 3.. 4) Along the east property line of Tract D. 5) Across the 20' drainage easement in line with easements along the north property line of lots 2 & 3, Block 1. 18. The costs of relocating existing electrical facilities (along Horsetooth), if necessary, will be at the developers expense, in addition to normal Light and Power development charges. 19. The 10' utility easement shown along the internal--streets-_i s _ mor_e than adequate. Eight (8') feet would be acceptable. 20. The plat needs to show the square footage of each lot and tract as well as the length of the arc along the front property lines. This will enable Light and Power to calculate fees properly. 21. Cable TV has concerns about the lack of continuous rear easements .on lots 81 9, 22, 23, 24, 25, and 26. Also, are Tracts A, B, C, or D available for utility line placement? Please contact Paul J. Eisbrener at Columbine Cable if you have questions. 22. Please schedule a site visit with the City Forester to evaluate the type and condition of existing trees.' Please show on the site and landscape plans all existing trees and describe them (height, species, general health, age...). On the landscape plan, indicate the proposed additional trees and any trees which you plan to remove. 23. Add street trees at 40' spacing along Horsetooth Road and Seneca Street between the sidewalk and curb. Please refer to the street tree planting guide for a selection of approved species. 24. Add notes to the site and landscape plan that the developer will provide one "city approved" street tree to each future home owner at the time of sale or via some other agreement. The tree shall be planted in the front yard area. These would be in addition to street trees along Seneca Street. 25. Add the following note to the plans: Street trees must be a minimum of 4' from underground electric and gas lines. The center of the trunk must be 40' from city street light poles. 26. Add a note that individual lot owners shall be responsible for maintaining landscaping on individual lots and any landscaping within easement areas on individual lots. 27. Does Tract A include the canal? 27. Any trees along the canal should be retained if possible. 28. A city recreational trail is master planned along the Pleasant Valley and Lake Canal and may be constructed in the 20' ditch access easement. Please indicate this easement as a trail access easement in addition to a ditch easement. We should probably sit down with the Parks and Recreation Department to discuss how, they prefer to locate trails, in tracts, easements,... 29. Please provide more information on fencing guidelines. Do you have guidelines and restrictions in mind, for the detention area, for lots backing onto Horsetooth, for lots along the canal? 30. Will there be any perimeter fencing along Horsetooth, in addition to the entrance wall features? Will the sign or walls be lighted. and .if so please describe the type and shields being proposed. 31 Both Casa Grande PUD to the north and Horsetooth Commons PUD to -the —east. -- are designated for multi -family units. What kind of buffering are you proposing along the property lines in these areas? You may want to provide fencing and shrubbery. 32. Please add a vicinity map to all plans and plat. 33. On note #7 of the landscape plan, please add that there shall be a minimum of 3" depth (of mulch) over the weed barrier. 34. Please indicate the grass mix to be used in the detention pond, canal area, and landscaped areas along Horsetooth Road. 35. Include a street tree planting list on the landscape plan. 36. The walk shown along Horsetooth on the'site plan does not match the walk shown on the utility plan. Minimum separation between walk and curb must be 4.5' and the minimum curve radius must be 60' 37. The overall utility plan should show.all public improvements and should match the site/ landscape plan. 38. Please see notes on redlined plans for further details. 39. The developer will be responsible for the design and obligation for construction of the Pleasant Valley and Lake Canal crossing. 40. Preliminary off -site design for Horsetooth Road west of the Canal will be required to show that the design will work with Rossborough to the west. 41. Additional work is needed on the traffic study before the Transportation Division is willing to take this for preliminary hearing. The main issue is the Seneca offset. More information is needed to evaluate the separation of the future Seneca Street on the south side of Horsetooth from the location proposed on the north side. You should address the center lane stacking distance as well as center lane striping for Horsetooth. 42. The other major issue is the location of the pillars of the entry feature. There have been several options discussed among staff and I feel that more discussion is necessary. I will schedule a meeting to discuss this matter. I feel that the pillars are an attractive addition to the entry feature. I think we need to discuss how much liability the City will incur, how different they are than trees in the right-of-way, and what some of the options are. I will get back to you for your feedback after I have a chance to further discuss this with staff. This concludes staff comments at this time. In order to stay on schedule for the January 27, 1992 Planning and Zoning Board hearing, please. -note -the following deadlines: Plan revisions are due January 8, 1992 by 12:00 noon. PMT's, colored renderings, 10 prints are due January 21, 1992. Final-mylars and other documents are due January 23, by 12:00 noon.
