Dear Mr. Dixon:.
At the April 27, 1992, regular meeting of the Fort Collins. Planning
and Zoning Board, the Board voted unanimously to advise the Board
of Education of the Poudre School District, R-1, that the location,
character and extent of the New Fort Collins Hich School is
appropriate and the site development plan and.proposed structures
conform to the elements of the Comprehensive Plan of the City of
Fort Collins.
During the deliberation of the item, the Planning and Zoning Board
offered several suggestions which, in the spirit of cooperation,
are passed along for your information. These are summarized as
follows:
1. The Board of Education is encouraged to promote alternative
forms of transportation for students, faculty and staff. This
includes bicycles, school buses, Transfort, and carpooling
(also referred to as vanpooling, and ridesharing). Forms of
encouragement include close -in parking for carpoolers, parking
privileges for students who exceed a prescribed minimum grade
point average, parking based on ,merit, and educating. students
about the relationship between vehicles miles traveled and air -`
pollution.
2. The Board of'Education is advised that heavy reliance on the
single -occupant vehicle should be discouraged. The primary
form of discouragement is to not build all the 1,105 parking
spaces at one time but phase in the parking spaces over time
on an as needed basis. Parking availability should be
considered scarce, to promote alternative forms of
transportation.
3. A variety of operational and management suggestions to
encourage alternative forms of transportation and to
discourage reliance on single occupant vehicles are made by
the City of Fort Collins Air Quality Task Force in a separate
memorandum. The Board of Education should review these
suggestions to further the goal of promoting air quality.

4. The Board of Education is encouraged to explore methods to
reduce mid -day vehicular trips,offcampus. Since the New Fort
Collins High School is located two miles off College Avenue
(an assumed destination), mid -day trips will be longer in
duration resulting in increased miles travelled.
5. The Board of Education is encouraged to provide as much energy
conserving features in the building envelope and mechanical
systems as feasible to promote energy conservation.
6. The. Board of Education is advised to construct the tower
element out of a material that cannot be scaled by students
and thus remove the temptation for vandalism.
7. The Board of Education is advised that since the building will
also be a community center, there should be a well-defined
sense of entry prioritized over other activity areas. The
front entry should not compete with other entry points.
8. In conclusion, the Planning and Zoning Board is encouraged by
the high degree of cooperation between the City of Fort
Collins and Poudre R-1 School District at all levels. The
site plan demonstrates a design that is sensitive to a variety
of City plans and policies. The potential interaction between
the high school and the commercial center is a positive,
innovative, exciting example of mixed -use development that is
a keystone of the City's Comprehensive Plan policies. It is
hoped that the combined projects become a landmark within the
City of Fort Collins.
