On Monday, April 29, 1991 at 7:00 P.M. a neighborhood meeting was
held at Linton Elementary on the Pinecone Farm PUD. In attendance
at this meeting were Eldon Ward (Cityscape Urban Design,
representing the developer); Peter Kast (G T Lands, representing
the property owner) and Sherry Albertson -Clark (City Planning) and
approximately 35 residents/property owners.
The meeting began with a review of the agenda and description of
the planning review process by Sherry Albertson -Clark. Eldon Ward
then presented the proposed Pinecone Farm PUD, which was followed
by a question/answer and discussion period.
Following is a summary of the questions and concerns raised, as
well as the response given by the developer's representative, Mr.,
Ward.
Question: Are there any plans to widen timberline?
Response: Yes, regardless of this project. Would build a 70' wide
pavement initially. Street is classified as a major arterial (6
lanes).
Question: Would Horsetooth be widened?
Response: Yes, to arterial (4 lane) standards. Would be widened
with development.
Question: What supermarket would be on this site? Could there be
a gas station?
Response: Don't know which supermarket yet. Will be up to the
developer and the particular grocery. Gas stations are generally
encouraged to _ be located in neighborhood convenience centers,
instead Of neighborhood supermarket centers:--
Question: Where are the multi -family areas?
Response: Pointed out areas. Area along Timberline, north .of
Vermont could be multi -family or more intense (industrial or
business) uses.
Question: What is the northern boundary of this property?
Response: About 1/4 mile south of Drake.
Question: How long will CSU outparcel.be there?
Response: Unknown. May phase out with development of this site.
Question: What is first phase?
Response: Would be residential. Would anticipate starting from
Vermont and working east, but could also start from south. Phasing
could change.
Question: What is height of multi -family units?
Response: Like Courtney Park, 1-1/2 stories.
Comment: Concern that multi -story units to east would block view
to the east.
Question: What about parks, greenbelts?
Response: Neighborhood park site . is shown, but Parks and
Recreation would like a more central location.
Question: What is the logic behind multi -family units along the
busy streets?
Response: .Meets City policies, higher density is typically found
on busier streets, with lower density found on local and collector
streets.
Question: What size and price range would single family homes be?
Response: Estimate that there would be a range, matching the area
and ranging upward (6,000 - 15,000 square foot lots).
Comment: Concerned that streets would be widened only a portion at
a time, that cuts would .be made shortly after construction.
Doesn't want to see streets built in a piecemeal fashion.
Question: Will developer buy CSURF property?
Response: Don't know.
Question: Is the pond existing? What is the area shown around the
pond? -`
Response: Pond is proposed. Area around the pond is drainage
area. Would like to make this area into an amenity, such as open
space.
Question: What types of multi -family units are you talking about?
Response: Variety of units and densities.
Question: Is this the City's plan?. What guarantee would there be
that it would develop this way?
Response: This is developer's plan.
Question: What is timeframe for construction?

Response: Realistically fall or spring.
Question: How would construction materials be delivered? Is
concerned about construction vehicles on already busy Timberline
road and possible safety problems. Is there a secondary access
planned? Saw problems when Sunstone was under construction.
Response: Construction traffic would use City streets, which would
be widened with this development. Don't plan a secondary access
for construction.
Question: What happens where the bluffs are?
Response: This is privately owned. Other areas are CSU-owned.
Question: What is next step if this gets approved?
Response: Staff discussed the steps from Overall Development Plan
to preliminary plan.
Question: What can homeowners do to influence the type of grocery
and other stores?
Response: Give written comments to consultant/developer.
Question: What is a "supermarket"?
Response: Not a convenience store or Pace. Staff responded that
grocery is typically about 40,000 square feet, like any of larger
groceries in Fort Collins.
Question: Where is PFA's new fire station site?
Response: SW corner of Vermont and Timberline.
Question: What is happening at SE/SW corner of Horsetooth and
Timberline?
Response: Staff responded that PSCO new site is at SW corner and
Fox Meadows Business Center (with convenience center, day care and
multi -family units) has preliminary approval at SE corner.
Question: Is this a possible high school site? If so, what would
happen to the residential areas
Response: Poudre R-1 is looking at a number of sites-.
Comment: Property values have not gone up. Area needs a sense of
community. Retail uses can help to increase values and create
sense of community.
Comment: Agree. Too much of a bedroom community, need services
for neighborhood.
Question: Can weight limit be set for Timberline Road? Timnath
may have done this (staff will look into).
Question: What is the future of Timberline? Can see need for
widening, but don't want it to become a "bypass" for trucks to get
away from College Avenue.
Response: Staff responded that it is 6-lane arterial, to provide
way for truck traffic to not have to use College Avenue. Will
connect north of the river, near Summitview Drive. Encouraged
property owners and residents to participate in transportation
planning effort by City's Transportation Division.
Comment: Concerned that semis are dodging the port -of -entry and
using Timberline.
Comment: Concerned that light from convenience store not impact
home.
Response: Staff responded that this is an issue that is closely
reviewed at preliminary and final plan stages.
Question: Where are traffic signals planned?
Response: Vermont, maybe at Danfield.
The concerns were summarized at the end of the meeting by Sherry
Albertson -Clark. The meeting adjourned at 8:30 P.M.
