Dear Eldon:
Staff has reviewed Pinecone Farm Overall Development Plan and
offers the following comments:
1. The primary issue with this O.D.P. is to satisfy
transportation and land use goals regarding internal collector
street access to Parcel A. neighborhood service center. In
lieu of such a collector, the narrative references an
"integrated bike and pedestrian system for 'the Pinecone
community, including safe, direct, pedestrian and bike access
from residential to shopping areas and the high school."
This is an extremely important planning objective and should
be noted on the plan document as Note #7. It would be a good
idea to prioritize the notion that such paths are to be
constructed off-street as much as possible.
2. There is one location of a potential path connection to the
Webster property. The graphic depiction is not referenced in
the legend. This connection should be labeled as a "potential
----,connection" subject to future planning on the Webster parcel.
3. Similarly, there is also a vague reference
connecting parcel P, across the drainage channel, t
street that will serve the neighborhood park. This
is a good idea and should be upgraded and
graphically prominent on the plan document.

4. Staff applauds the use of drainage channels as locations for
the off-street path system. Both the north channel (serving
Parcels D, K, and P) and the south channel (serving Parcels
G,H, and N) terminate as dead -ends. Have you or the applicant
considered connecting these two termination points to create
a loop around Parcels M, L, and K? Such a loop would create
a truly integrated system with a circular pattern for both
functional alternative transportation and recreational
amenity? It is not too far-fetched to envision a future
connection to the Poudre River trail (through the Johnson or

C.S.U. property) which is in the area of the C.S.U. Nature
Center about 1/4 to 1/2 mile to the northeast. The potential
of this network is exciting and would create a tremendous
functional and.recreational amenity for Pine Cone Farm.
5. In general, bike/pedestrian paths are a key transportation
factor in this O.D.P. and this importance should be duly noted
on the document so the variety of builders bidding on the
parcels are made aware of the network. Presently, this
importance does not come across and is somewhat buried in both
the text and plan. Please make this network a more prominent
feature of the plan document.
6. Given the proximity to an arterial and the school parking lot,
Parcel F is a logical candidate for higher density
residential. It is suggested that an alternative land use be
designated on Parcel F for duplexes and/or patio homes.
7. Please label the ponds on the east side of the athletic
fields.
8. Please delete the reference to "Minor" Road. This name has
never been officially accepted by City Council, who, under the
Code, has the authority to name arterial streets based on an
approved list of distinguished citizens who have been selected
to be honored with a street name. "Minor" does not appear on
the list. In the eyes of the Planning Department, the road
remains, until formal Council action, County Road #9.
9. Please label the existing surrounding streets: Kingsley,
Caribou, Arctic Fox, Danfield, Vermont, and Sagebrush.
10 Please label surrounding zoning classifications.
11. Please correct the vicinity map to read "Drake", not
"Prospect".
12. In Note 43, it is suggested that the word "vehicle" should be
replaced by the word "entity" so that one does not conjure up --------
images of pick-up or flat bed truck.
This concludes Staff comments at this time. Please note the
following deadlines for the April 27, 1992 Planning and zoning
Board hearing:
Plan revisions are due April 1, 1992
P.M.T.'s, 10 prints, renderings are due April 20, 1992
Final documents are due April 23, 1992.
