For your information, attached is a copy of the Staff's comments concerning Tower
Shoppes at Timberline and Horsetooth, presented before the Conceptual Review Team
on April 25, 1994.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS

MEETING DATE: April 25, 1994
ITEM: Tower Shoppes at Timberline and Horsetooth
APPLICANT: W.W. Reynolds Company c/o Mr. Eldon Ward,

LAND USE DATA:
Request for a neighborhood shopping center on 11.7 acres located at
the northeast corner of Timberline and Horsetooth Roads. Anchor
tenant proposed at 73 j 000 , square feet. Other "in -line" retail
space totals 20,930 square feet. Three pad sites are anticipated
to contain a bank and two drive-thru restaurants.
COMMENTS:
1. Electrical power will be provided by Fort Collins Light and
Power with available sources in both arterials. Normal
development charges will apply. A large electrical vault will
be needed for a duct bank on the northeast corner of the
intersection. This will require an easement.
2. The electrical transformer must be screened from view from the
adjacent arterials. Screening may either be by a solid
enclosure, meeting the minimum clearance specifications, or by
landscaping. The transformer must be within 10 feet of hard
surface from one side for emergency change -out. Please
contact Light and Power, 221-6700, for further details.
3. There are 16 inch diameter water lines in both Timberline and
Horsetooth Roads. These two mains can be connected with a
service main that loops through the site. Fire sprinkler
lines must also be indicated on the Utility Plans.
4. There is a 12 inch diameter sanitary sewer line in Timberline
Road. There is no sewer line in Horsetooth Road. Grease
traps will be required, outside the buildings, on the sanitary
sewer line for the restaurants. Please contact Water and
Wastewater, 221-6681, for further details.
5. The site is located in the Residential Neighborhood Sign
District.. Signage in this district is more restrictive than
what is allowed on College Avenue. Please contact the Zoning
Department, 221-6760, for further details.

6. The Uniform Building Code has setback requirements for large
structures. The anchor tenant, at 73,100 square feet must
have a minimum "yard width" that meets U.B.C. For further
information, please contact Sharon Getz, Plans Examiner,
Building Inspection Division, 221-6760.
7. Please be reminded that during deliberations on Pine Cone
Farm, Red Mountain Drive was classified as a local street, not
a collector. Further, Red Mountain Drive does.not have direct
access to the shopping center. To compensate for lack of
local street access, the shopping center must provide for
pedestrian and bicycle conveniences. There should be ample
areas for bike racks distributed throughout the center. Bike
racks should be permanently anchored. to concrete and not
interfere with pedestrian walks. Architectural forms should
feature sheltered locations for bike racks. Lighting should
be designed.to serve the needs of bicyclists.
8. There should be strong pedestrian linkages between the
shopping center and F.C.H.S. and the pad sites. Pedestrian
walkways should be convenient, landscaped, and well -protected.

Speed humps (not bumps) may be necessary to caution motorists.
9. The Poudre Fire Authority will require that the anchor tenant
building be equipped with an automatic fire suppression
system. Hydrants must be placed within 400 feet of all
structures. Access to all portions of all buildings must be
within 150 of a designated fire lane. Fire lanes must feature
red curbs and signs stating: "No Parking - Fire Lane."
10. The site is located in the Foothills Drainage Basin.
Stormwater fees in this basin are $6,525 per acre. At the
time of Preliminary P.U.D. submittal, there must be a Drainage
Report, Drainage and Grading Plan, and Erosion Control Plan
meeting the.requirements.of the Stormwater Utility..
11. In planning for the drainage of the shopping center, ---there
must be compliance with the Pine Cone overall drainage plan
and close coordination with the engineering consulting firm
representing the Poudre R-1 School District. For example, it
will be necessary to verify the available capacity in the
detention ponds being planned for F.C.H.S. since these ponds
will be the outfall for Tower Shoppes.
12. The traffic study will have to be updated to account for the
proposed land uses and their trip generation, particularly the
two drive-thru pads. Also, the study should address the
merits of a deceleration lane off Timberline.
13. The Street Oversizing Fee for the uses proposed is $14,005 per
acre.
14. A standard Utility Plan will be required.

15. Please be cautioned that the access off Horsetooth Road leads
directly in front of the anchor tenant. This will cause
congestion due to the pedestrian and vehicular conflict in
front of the store.
16. A neighborhood meeting will be required. Please contact the
project planner to create the notification map to begin the
process.
