HomeMy WebLinkAboutPINECONE PUD THE TOWER SHOPPES PRELIMINARY - 60 91L - CORRESPONDENCE - STAFF'S PROJECT COMMENTS4.L ' Commur Planning and Environmental ' rices Planning Department City of Fort Collins June 27, 1994 Mr. Eldon Ward Cityscape Urban Design 3555 Stanford Road, Suite 105 Fort Collins, CO 80525 Dear Eldon: Staff has reviewed the request for Tower Shoppes at Pine Cone Preliminary P.U.D. and offers the following comments: 1. A 15 foot wide utility easement will be required adjacent to both Timberline and Horsetooth right-of-ways. 2. Public Service Company will require that trees be kept a minimum of four feet away from underground gas and electric lines. 3. U.S. West will require 15 foot utility easements along the south and west property lines. 4. The anchor tenant will be required to install an automatic fire suppression system in accordance with Sections 3802, Uniform Building Code, as amended by the City of Fort Collins. 5. If the building size is categorized as "unlimited" in accordance with U.B.C. Section 506 (b), then the building must be entirely surrounded and adjoined by public ways or yards not less than 60 feet in width. 6. The site shall -be -accessible to persons with disabilities in accordance with U.B.C. Section 3103 and U.B..C--Appendix—__.__, Section 3106. Provide designated and marked accessible routes between building. Provide parking and signs per Appendix Section 3107. Handicap parking spaces are required in accordance with U.B.C. Section 3107 and Table A-31-A. 7. Review and approval of food service (including grocery) and day care facilities by the Larimer County Health Department is required at the time of building permit submittal. 8. The Stormwater Utility will require an update of the Pine Cone Overall Drainage Plan. This update should include the changes made to the plan in conjunction with the High School project. In particular, the available capacity of the detention pond accommodated. Without such verification, there is no way of determining the feasibility of Tower Shoppes P.U.D. 281 North Colle-e ;Avenue - P.O. Box 580 - Fort Collins, CO 80522-05S0 - (303) 221-6750 9. All the pad sites must be strongly tied in with the High sidewalks -that --connect. There appears to be breaks in-the-system-between-Pads-B-and-C. Is-the--i-ntent-t rely on the detached arterial sidewalk? If so, this may not be acceptable given the emphasis on developing a "pedestrian - friendly" center. Also, there should be a connection between Pad C and the east -west sidewalk that serves the transit stop area. Special pavers should be used to highlight pedestrian crosswalks, especially between Pad A and the in -line shops. 10. Because of the association with the High School, this shopping — - center must provide non-traditional amenities for the pedestrian. Each pad site should feature an outdoor patio/dining area. Another pedestrian feature is to -provide pedestrian pockets with benches. This works well for the downtown Safeway along Remington Street. Another example is the downtown Steele's which provides sidewalk tables along Howes Street. Please explore other amenities that further the comfort level of the pedestrian. 11. Street trees should be added along Horsetooth Road between curb and walk in front of the in -line shops. 12. It is suggested on the west elevation, that the covered entries be continuous across the entire facade. This will provide shelter for the pedestrian. 13. Ramps should be provided in the service and loading area to facilitate the connection to the path that leads to Red Mountain Drive. 14. The truck drive aisle is 54 feet wide. This seems excessive. Please investigate reducing this width to minimize hard surface and increase buffering elements. 15. Please label Arctic Fox Drive on sheet two. This --concludes Staff. comments at this time. Please note the following deadlines for the July 25, 1994 Planning and-Zonng_Board__ meeting: Plan revisions are due July 7, 1994. P.M.T.'s, 10 prints, renderings are due July 18, 1994.
