The site disturbs more than 10,000 sq. ft. and/or meets the criteria for a need
for Erosion and Sediment Control Materials to be submitted.
The erosion control requirements are located in the Stormwater Design Criteria
in Chapter 2 Section 6.0 a copy of the requirements can be found at
www.fcgov.com/erosion These Erosion Control Materials should be submitted
at about 80% final construction plans and should allow about a month lead time
to submit the materials get an adequate review of the materials, of note these
reviews can take one or two iterations to ensure that the Erosion Control Materials on this project
meet the City Criteria. To prevent delays please plan accordingly as projects
are not allowed to go to construction until erosion control materials meet the City
Criteria.

Based upon the area of disturbance, State permits for stormwater will be
required since the site is over an acre and should be pulled before construction
activities begin.

The SWMP Report seems to be using the 2011 standards please make sure to
follow the 2019 ESC standards as in the City's Stormwater criteria and include
all relevant sections. A Final Erosion Control Report will be needed prior to
approval of the BDR, which in this case will be equivalent to an FDP level
review. Please address all redlines on the submitted Erosion and Sediment
Control Plan.

Report has been updated to the 2019 ESC Standards.

There is a utility crossing of proposed 12 inch storm and an existing high
pressure gas line. Please present information showing the vertical separation
at this crossing. If you believe you have enough vertical flexibility to avoid a
conflict, please explain. At minimum, add a callout to the plans at the crossing
location, instructing the contractor to locate the gas line before construction and
contact design engineer if a conflict is anticipated.
JVA Response: A callout has been added to Sheet C1.3 stating the approximate invert elevation of
the 12” high pressure gas line. Showing our storm line is well below the gas line.

For the proposed LID – vegetated buffers and swales: Please delineate the
water quality areas (vegetated buffers and swales) on both the site and utility
plans. More thorough documentation of how this project is meeting the City’s
LID requirements is needed. The treatment train approach, using vegetated
buffers and swales, makes sense for this site – however we need to see more
detailed documentation. Specifically:
-Please submit a figure (map) and tabulation showing the LID treatment areas
and respective impervious area draining to each LID.
JVA Response: The LID treatment areas are delineated on Figure 2: Drainage Plan Proposed with a
table that lists the grass buffer areas and the contributing imperviousness area for each.
-Review and update as necessary the overall site LID tabulation (PDF pg 14 of
the drainage report). The “added or modified impervious area” did not make
sense to me.
JVA Response: Noted, please see revised LID tabulation page 6 of 12 of the rational calculations in
Appendix B of the Drainage Report.
-Focus on how stormwater quality treatment is being provided for areas of
concentrated imperviousness (such as the basketball court, bathroom areas,
and other paved courtyards) and areas that may have higher erosion potential
(such as soft surface rec trails and gardens areas).
JVA Response: Noted, please see Drainage Facility Design section in the drainage report.
-Water quality for the concrete path, internal to the park, can be provided more
‘loosely’ by explaining as “disconnected impervious area” with “non-formal
vegetated buffers” adjacent to the path throughout the park area.

report.

There is currently no electrical service to the site. There is an existing 4” conduit
at the southern corner at the intersection of Roaring Creek Drive and Yule Trail
Drive that is capable to provide single phase power to the site. There is also
single-phase power on the western side of Wagon Trail Road, but this would
require crossing Wagon Trail Road to service the site.

The internal sidewalk from the Wagon Trail/Roaring Creek Dr to the transformer
location will need to be a minimum 10" thick concrete and at least 10ft wide so
Light and Power crews/trucks can access the proposed transformer. Please
add a note on the utility plans specifying these requirements.
PP&D Response: Plans have been updated to provide this access to the transformer

Power. Transformers must be placed within 10 ft of a drivable surface for
installation and maintenance purposes. The transformer must also have a front
clearance of 10 ft and side/rear clearance of 3 ft minimum. When located close
to a building, please provide required separation from building openings as
defined in Figures ESS4 - ESS7 within the Electric Service Standards. Please
show proposed transformer location on the Utility Plans.

Please provide additional details for the asphalt path that is proposed between
trees #35 and #34. The path is proposed ~4 and 6 feet away from a 22”
ponderosa pine and 14” spruce tree.
During our field visit, we discussed various options to minimize root compaction
and potential damage, including an elevated boardwalk. If that option is still

being explored, is it possible to include a detail of the boardwalk design and/or
include a notation on the plans indicating that this stretch of the path will be
elevated?
PP&D Response: We are exploring options for this. At this point there are no decisions, but our
intent is to work closely with Forestry on any decisions as to the type of footing. As stated on the
plans “prior to construction design drawings need to be reviewed and approved by CoFC Forestry
Department”
