HomeMy WebLinkAboutDAKOTA RIDGE PUD SECOND FILING FINAL - 60 91J - CORRESPONDENCE - MEETING COMMUNICATIONCity of Fort Collins Commui. ; Planning and Environmental _ _vices Planning Department MEMORANDUM TO: Rodney Albers, Stormwater Systems Supervisor Kerrie Ashbeck, Civil Engineer Rita Davis, Transportation Planner Craig Foreman, Civil Engineer Mike Herzig, Development Engineer Manager Larry Schneider, Streets Superintendent Sheri Wamhoff, Civil Engineer FROM: Ted Shepard, Senior Planner 115 DATE: November 10, 1994 RE: Bicycle -Pedestrian Path Maintenance The group met to discuss policies regarding long term maintenance of bicycle -pedestrian paths that are not part of the City's recreational trail network but are part of recently approved P.U.D.'s and subdivisions. The purpose of these paths is to promote alternative modes of transportation and provide neighborhood connectivity. The group made the following findings which could begin the discussion toward more formalized policies in the future: 1. Where homeowner's associations are in effect, the City should not provide any level of service. The burden falls entirely - upon the homeowner's association. 2. Where homeowner's associations are not in effect, the City shall provide: A. concrete repair B. light snow removal (heavy snows cannot be removed by standard brush equipment) C. occasional sweeping as may be required. 3. Primary service provider will the Streets Department. 4. Where paths are in close proximity to drainage facilities, Streets Department will work closely with Stormwater Utility to maximize efficiency and to not block drainage channels, etc. 5. Five inches of concrete B. Use of reinforcement bars and wire mesh 7. Paths should be a minimum of six feet, but may be wider depending on length, volume of users, etc. 8. These policies do not affect the current department obligations to maintain sidewalks along public streets adjacent to department -owned properties. 9. Departments to work together on solving problems as they arise. The group acknowledged that we are on the front end of the learning curve in this maintenance obligation. While the level of service on these paths may be light at this time, it can only be expected to grow in the future. Streets Department is particularly concerned that as service demands increase, there be an increase in funds to perform the service. Presently, Streets is not funded for this service. The group agreed to reconvene, as necessary, to solve problems in a pro -active manner and to coordinate between departments to maximize efficiency. This information will be passed along to the developer of Dakota Ridge P.U.D.
