The comments are offered informally by Staff to assist you in preparing the detailed components of the project application. Modifications and additions to these comments may be made at the time of formal review of this project. Development Company c/o Chuck Betters, 375 East Horsetooth Road, Fort Collins, CO. 80525 LAND USE DATA: Request to subdivide approximately 98 acres into 350 lots located east of the new Fort Collins High School, and north of Pine Cone Apartments. COMMENTS: 1. The City of Fort Collins Light and Power "Department will provide electrical power from Horsetooth Road. This will be considered a normal residential development project and all normal development charges will apply. 2. If 28 foot wide streets are to be used for the short cul-de- sacs, be sure there. is a sufficiently wide front lot easement for underground electrical service. For further information, please call Alan Rutz, 221-6700. 3. The Water and Wastewater Department requests that the Master Utility Plan be updated to reflect the new conditions. Please note that existing mains have not been accepted by the City yet. For further information, please call Mark Taylor, 221- 6681 at the Water and Wastewater Department. 4. The City Parks and Recreation Department is concerned about drainage from the cul-de-sacs across the park. At the time of submittal, it will be required to verify the drainage patterns and the impact on the park. 5. Parks and Recreation requests that a pedestrian connection between lots at the end of the middle cul-de-sac be dedicated to allow access to the park from the north. 6. The Parkland Development Fee is $625 per dwelling unit. 7. The Stormwater Utility requests that the Master Drainage Study be updated to reflect the new conditions. There will have to be close coordination with City Parks and Recreation Department and Poudre R-1 School District so that the design of the outfall pipe for the new high school can accommodate developed flow from Dakota Ridge. 8. The standard Drainage Report, Drainage and Grading Plan, and Erosion Control Plan will be required. 9. The site is located in the Foothills Drainage Basin. The development fees in this basin are $5,501 per developed acre, subject to the amount of stormwater detention and runoff coefficient. For further information, please contact Kate Malers, 221-6589. 10. The City of Fort Collins Stormwater Department is designing a drainage project for the Foothills Channel. The final alignment has not been determined. Please coordinate with Susan Hayes, Project Manager, Stormwater Utility, 221-6589, on the location of the final alignment. Also, please be aware that lots platted directly adjacent of the channel may have to grant an access easement so that the City can maintain the channel. If, lots are platted abutting the channel, the City may restrict fence types and heights so that lawn clippings and yard debris are not tossed over a six foot privacy fence into the channel. 11. For the northwest parcel, the single point of access from Timberline Road will require that no home be over 660 feet from this point. Homes on lots exceeding this distance may be permitted if equipped with an approved residential fire sprinkler system. One option would be to construct a local street over the Foothills Channel and tie into the streets being served by Vermont Drive. For streets using long sweeping curves, be sure that street intersections are as close to 90 degrees as possible and that sight distance requirements are met. It may be necessary for certain lots to grant sight distance easements so that fences .and shrubs are not planted so as to block visibility. 13. If a subdrain system is required, then a hydrological study must be submitted. The outfall of this system must be identified. For further information regarding subdrains, please contact Mike Herzig, 221-6750. 14. At the time of submittal, those lots that meet the solar orientation requirement should be designated by a logo that is found on the center of the State of New Mexico license plate. Also, please indicate the number of lots and percentage of the total that meet this requirement. 15. The Street Oversizing Fee is $584 per dwelling unit. 16. If 28 foot wide streets are to be used on the short cul-de- sacs, please be aware that such streets should not serve more than 12 lots. Also, a variance request must be prepared by a licensed engineer, and submitted to the City Engineer. A' 17. The pedestrian linkages that were approved for Pine Cone O.D.P. must be indicated. This includes the path along the rear of the lots adjoining the drainage swale between Dakota Ridge and Stone Ridge.
