RE: Dakota Ridge 1" Filing - Bike Trail Maintenance

Dear Rita:
As a result of our discussions on the Pinecone Overall Development Plan (ODP) we
have modified the roadway and bikeway systems within the proposed Pinecone Development.
The major change was the creation of a connection to the south through the Stoneridge
Project. This connection, known as Willow Creek Drive, will be a local street section, 36'
wide in a 54' right-of-way, with vertical curb and gutter, a landscaped section and an eight
foot wide detached bike trail. The bike trail, like the roadway connection to the south, is
intended to provide a more direct access between the proposed Pinecone Park and Caribou
Drive. This. bike trail runs approximately 800 feet through our site along the southwesterly
side of Willow Creek Drive. We would like to propose that this section of bike trail be
maintained by the City of Fort Collins in conjunction with normal city street maintenance
proposed in this area. We feel that this is an appropriate request for the following reasons.
1. The bike trail functions as a regional collector of'bicycle traffic and carries
traffic between public improvements including regional parks and schools.
2. The extensive trail system proposed as part of the Pinecone ODP was intended
to decrease the size of roadway improvements and to reduce traffic intensity
on the street system. Both changes will reduce the normal maintenance
required on the street system over what could normally be expected in a similar
residential neighborhood without detached bike trails.
3. The proposed eight (8) foot wide detached concrete trail system will require
much less maintenance than its asphalt counterpart and have a much longer
design life.

4. The residential development within the Pinecone ODP is being completed
without a Homeowner's Association. There exists no mechanism which would
be available to maintain this segment of the bike trail.
Rita, the proposed extensive bike trail system within the Pinecone P.U.D. will result in
reduced street maintenance costs for this area. We feel that a portion of these savings could
be used to maintain this short segment of bike trail system.
