The site is located within the Pine Cone Overall Development Plan, north of Horsetooth Road, approximately 1/4 mile east of Timberline Road. The parcel is zoned RP, Planned Residential. RECOMMENDATION: Approval with condition EXECUTIVE SUMMARY: Dakota Ridge, First Filing, Final P.U.D. is in substantial conformance with the Preliminary P.U.D. The density is justified by the performance on the Residential Uses Point Chart of the L.D.G.S. The single family land use and proposed lot sizes are compatible with the surrounding area. Arterial fencing along Horsetooth Road and common perimeter fencing with Stone Ridge P.U.D. will be required improvements. A variance from the strict requirement that 65% of all lots be oriented to within 30 degrees of a true east -west line was granted at Preliminary. The eight - foot wide, detached bicycle/pedestrian path will be continued from Stone Ridge P.U.D. along Willow Creek Drive. The project is feasible from a transportation standpoint. Background: The surrounding zoning and land uses are as follows: N: R-P; Vacant (Pine Cone O.D.P. "Low Density Residential") S: R-L-P; Single Family (Fox Meadows Subdivision) E: R-L-P; Vacant (Stone Ridge Preliminary P.U.D., "Patio Homes") W: R-P; Vacant (Pine Cone O.D.P. "Low Density Residential, and New Fort Collins High School) The Pine Cone Overall Development Plan was approved on April 27, 1992 and designated the site as "Low Density Residential". Dakota Ridge, First Filing, Preliminary P.U.D. was approved on June 29, 1992 2. Land Use: During the review of the Preliminary P.U.D., the project was evaluated by the criteria of the Residential Uses Point Chart of the L.D.G.S. The project scored 75% on the Residential Uses Point Chart. It will be recalled that 4.81 acres of Tract A and .13 acre of Tract B are deleted from the gross acreage resulting in a net density of 3.36 dwelling units per acre. The proposed density, therefore, is justified by the score of 75% on the Residential Uses Point Chart of the L.D.G.S. 3. Design: The Horsetooth Road arterial stfeetscape will feature a ten foot wide parkway strip for deciduous shade trees and a detached sidewalk. Trees are planted on 40 foot centers with appropriate spacing for one streetlight. Arterial fencing along Lemay includes six foot high brick columns at 48 foot intervals, a four foot height of solid fencing, and one foot of open weave for a total continuous fence height of five feet. The detached walk along Red Mountain Drive (formerly Dakota Ridge Drive) will allow street trees to be placed within a 5.5 foot wide parkway strip. There will be common perimeter fencing along the east property line shared with the developer of Stone Ridge. This fence, to be constructed jointly, will create an attractive, uniform separation between projects and eliminate the potential for discontinuous, non -matching fences. Neighborhood Compatibility: The project is compatible with the existing Fox Meadows Subdivision, and English Ranch Subdivision. In addition, cooperative efforts with Stone Ridge have resulted in a shared fence and a continuation of a bicycle/pedestrian path. 5. Transportation: The primary change from Preliminary P.U.D. is the continuation of the eight foot wide, detached bicycle/pedestrian path along Willow Creek Drive. This path originates in Stone Ridge P.U.D. at the intersection of Horsetooth Road and Caribou Drive. It terminates on Red Mountain Drive in the vicinity of the City Neighborhood Park. This path is the first link in the non -vehicular transportation system envisioned at the time of the Pine Cone O.D.P. and the New Fort Collins High School. There will be no direct access onto Horsetooth Road. All local streets will be built to full standard width. The proposed density will be adequately served by the proposed street system. Dakota Ridge is feasible from a traffic engineering standpoint. RECOMMENDATION: Staff finds that the request for Dakota Ridge, First Filing, Final P.U.D. is in substantial conformance with the Preliminary P.U.D. and complies with the Pine Cone Overall Development Plan. The Final P.U.D. meets the applicable criteria of the All Development Chart and the Residential Uses Point Chart of the L.D.G.S. Staff, therefore, recommends approval of Dakota Ridge, First Filing, Final P.U.D., #60-91E, subject to the following condition: 1. The development agreement, final utility plans, and final P.U.D. plans be executed by the developer prior to the second monthly meeting (September 28, 1992) of the Planning and Zoning Board following the meeting at which this P.U.D.
