RE: Solar Orientation Variance - Pinecone P.U.D. First Filing

Dear Ted;
We would like to request a variance from the Solar Orientation Ordinance No.
142-1991 for the Pinecone P.U.D. First Filing as provided for in section 29-627 paragraph 3.
We are requesting a reduction in the percentage of required solar oriented lots from 65% to
53% as follows:
The existing Phase I site is a north -south oriented rectangle between
Fort Collins High School and Webster Farm. Our proposed layout of east -west
running cul-de-sacs was completed primarily to meet the intent of the solar
ordinance. Although other layouts may have been more desirable, we
proceeded with this alternative mainly because it came closest to meeting the
solar ordinance criteria.
2. This is the first of four phases within the Pinecone P.U.D. The remaining
phases lend themselves much more readily to solar oriented lots and the 65%
requirement should be exceeded easily in the remaining phases.

3. At the urging of staff we have faced lots westerly along Road "A".
Although Road "A" is the only through street within this parcel, we felt this
street orientation along with detached sidewalks and a landscaped curb area
would create a more pleasing streetscape. Houses in this area therefore will be
facing the park and athletic fields to the west. The utilization of this open
space to the west and the creation of a neighborhood "feel" along the main
through street provides more of a positive impact for the proposed
neighborhood than strict adherence to the solar orientation goals.
We feel, therefore, that the advantages of this layout warrant a reduction in the solar
ordinance percentages. We feel that providing a 53% solar orientation for this project is
adequate and reflects the strong effort we have made to meet the intent of the solar
orientation legislation.
We would ask that this variance be considered along with the Pinecone P.U.D. First
Filing Preliminary Submittal.
