Dear Ted:
We have completed changes to the Pinecone P.U.D. First Filing Preliminary Utility
Plans, Preliminary Site Plan and Preliminary Landscape Plan as per comments outlined in your
letter of May 21, 1992. A response to each of those items follows:
The temporary emergency access easement across the end of
the cul-de-sacs intended to provide a second point of access for
the Poudre Fire Authority has been eliminated. An alternate
access along existing roadways through CSU property is
proposed and this alignment has been reviewed in the field with
Warren James of the Poudre Fire Authority. These roadways will
need to be upgraded, but will work as a temporary solution until
the interior roadways have been constructed as part of Phase II.
2. The thirty-two (32) foot wide local street width originally
proposed for local streets within this project has been eliminated.
A standard thirty-six (36) foot section is now being proposed.

3. We are still pursuing the reduced street standard for Road "A".
We feel that the off-street bike trail system substantially reduces
the need for on -street bike lanes and that the proposed 36' wide
roadway will better achieve the goals that we are trying to
achieve for a low density single-family subdivision. We have a
meeting scheduled with the Traffic Division for 1:30 Thursday
June 4, 1992 to further discuss this issue.
4. The planting area along Horsetooth Road has been widened from
4'-6" to 9'-6".
5. The trees along Horsetooth Road have been moved to keep a 40'
distance from the proposed street light.
6. The type of street trees along Horsetooth Road have be revised
to show only one type.
7. The Pinon Pines along Road "A" have been replaced with a
deciduous shade tree variety.
8. We are proposing a low maintenance grass seed mixture for the
landscaped area along Horsetooth Road. It is anticipated that
this area will be maintained by the City of Fort Collins consistent
with the Fox Meadows landscaping across the street and
consistent with the Meadowds East Landscaping located to the
west along Timberline Road.

9. We are still working out the long term maintenance of the bike
trail system through this area. Because the majority of the trail
system is proposed to be on School District or City of Fort
Collins park areas and because the system in Tract "B" is part of
a utility and drainage corridor, we feel that the City of Fort
Collins should maintain this system. In addition there is potential
for this system to tie to the Poudre Trail System and become a
regional trail serving the public facilities proposed in the Pinecone
O.D.P.
10. The bike path between lots 61 and 62 at the end of Court "E"
has not been provided. We feel this is a duplication of the
system being proposed along Road "A" and in Tract "B".
1 1. The landscaped area along the east side of Road "A" has been
increased from 3'-6" to 5'-6".
12. The minimum rear setback has been changed from ten (10) feet
to twenty (20) feet.
13. Sight distance easements have been provided at the intersection
of Court "B" and Road "A" and at the intersection of Court "E"
and Road "B".
14. A fifteen 0 5) foot utility/sidewalk easement has been provided
along the north side of Horsetooth Road.
15. Intersections with Court "C" and Court "E" have been modified
to stay within ten (10) degrees of being right angle
intersections.

16. A project entry sign is located at the northeast and northwest
corners of Road "A" and Horsetooth Road. These locations are
identified on the site plan and details for the sign will be
completed with the final submittal.
17. Streets names have been added to the vicinity map.
18. We are working with City Staff to address what I feel are the
two remaining issues; the width of Road "A" and the
maintenance of the bike trail system. We have received
feedback from staff on both of these issues and feel that they
can be resolved in the near future.
