The project was approved by the Planning and Zoning Board on January 25, 1993. The project was reviewed as a Planned Unit Development (PUD) and therefore was evaluated against the All Development Criteria of the Land Development Guidance System (LDGS). Criteria number 2 which states, "Is the development compatible with and sensitive to the immediate environment of the site and neighborhood relative to architectural design, scale, bulk and building height, ... and visual integrity?" is an absolute criteria for a PUD. The Planning and Zoning Board, in approving the project, found that the project meets this criteria, because of the use of common materials, textures, colors, roof pitches, and other architectural elements for both the apartments and the convenience store. The architectural design provides a unified, cohesive and residential character for the area. Additionally, the project was evaluated against the adopted policies of the Neighborhood Convenience Shopping Center: Guidelines, Policies, and Criteria. The project, in particular, the architectural character of the convenience store, was reviewed against the design guidelines of Chapter 4, including the following: 4.10 Architectural Form, Scale, and Materials The scale of buildings or canopies shall be at an appropriate scale in relationship to the neighborhood and prevent domination that may.overpower the surrounding area by their size or deny privacy by adjoining residents. In general, buildings shall not be greater than one or one and one-half stories in height. Canopies in particular are discouraged from being designed as dominating or overpowering architectural elements; smaller scale, lighter canopies are encouraged. 251 Xortll Code: o Avollue . 1'.U. 130\ ? ) LO SO;22 1i111 (710.") „1 li__11 Forms and finish materials of buildings, signage; gasoline pump canopies and other accessory structures shall be made compatible with and relate to the architectural character of the adjacent area. All buildings, including gasoline pump canopies shall utilize a uniform architectural theme. The sides and backs of buildings shall be as visually attractive as the front, especially those sides or back which are most often viewed. Rooflines, architectural detailing and landscaping are features that should be considered. Quality finish materials shall be utilized. Such materials include, but are not limited to: Brick, masonry, stone, decorative block, stucco, and wood siding. Predominant exterior colors shall be neutral or earth tones. In approving the Pinecone PUD, the Planning and Zoning Board found that the proposed project does meet the above policies and criteria. An important consideration in the approval was that the architectural character and style; and the building materials, colors, and textures of the convenience store were compatible to those.of the apartment buildings. An illuminated red band was allowed on the gasoline canopy, but lighting on the building was limited to security lighting and down directional lighting under the eaves. A flush wall sign location was approved. Specific details of the sign will be reviewed by the Building Department, according to the Neighborhood Sign Guidelines, a part of the City of Fort Collins Sign Code.
