For your information, attached is a copy of the Staff's comments
concerning the request for additions/expansions to the Spradley-
Barr Automobile Dealership, which was presented before the
Conceptual Review Team on December 23, 1991.
The comments are offered informally by Staff to assist you in
preparing the detailed components of the project application.
Modifications and additions to these comments may be made at the
time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: December 23, 1991
ITEM: Spradley-Barr Automobile Dealership

LAND USE DATA:
A request to add two small buildings to the west end of the
existing service building, located at the southwest corner of the
South College Avenue - Drake Road intersection.
COMMENTS:
1. This dealership is a legal "non -conforming use" in the HB,
Highway Business zoning district. It is necessary to go
through the Non -Conforming Use Review process (see enclosed
information) or the Planned Unit Development process to allow
expansion or extension of existing buildings. In this case the
request is to install two small buildings, a downdraft paint
booth and a storage building for a paint mix system.
It is recommended that you use the Non -Conforming Use Review,
requiring a submittal for review and approval by the Planning
and Zoning Board. The next possible Board public hearing is
January 27, 1992. Due to the late date, and the fact that the
submittal date for the January hearing was December 2nd, it is
imperative that the required information be submitted by the
close of the day Monday, December 30th. This request is minor
in nature; however, the City departments and outside reviewing
agencies need time to review the information and respond to
the project planner, enabling the information to be presented
to staff at Final Review on January loth.
2. If there is no net gain in the impervious area (paved/hard
surface) on -site then a drainage report would not be
necessary. This information must be noted on the Site Plan and
a letter to the City Stormwater Utility, indicating no change,
must be provided.
3. There will be street oversizing fees of $14,005 per acre
(based on the square footage of the additions) assessed at the
time of issuance of building permits.
