PROJECT: Strobel Annexation and Zoning - #62-91A

PROJECT DESCRIPTION:
Request to annex and zone 5.1614 acres located east of County Road
No. 9 and south of East Horsetooth Road (County Road No. 40). The
requested zoning is the RLP, Low Density Planned Residential
District.
RECOMMENDATION:
Staff recommends approval of the annexation and zoning request.
EXECUTIVE SUMMARY:
This is a request to annex and zone 5.1614 acres located east of
County Road No. 9 and south of East Horsetooth Road (County Road
No. 40). The requested zoning is the RLP, Low Density Planned
Residential District. The property is largely undeveloped, with one
single family residence and agricultural use (cornfield) located on
the property. The intent is to subdivide this property into three
single family residential lots. The property is currently zoned FA-
1, Farming in the County. This is a voluntary annexation.

Backaround:
The applicant Greg Fisher, on behalf of the property owner Calvin
J. Strobel, has submitted a written petition requesting annexation
of 5.1614 acres located east of County Road No. 9 and south of East
Horsetooth Road (County Road No. 40). The requested zoning is the
RLP; Low Density Planned Residential District. The land use on this
property is currently one single family residence and agriculture
(cornfield). The property is currently zoned FA-1, Farming in the
County. This is a voluntary annexation.
The property is located within the Fort Collins Urban Growth Area.
According to policies and agreements between the City of Fort
Collins and Larimer County contained in the Intergovernmental
Agreement for the Fort Collins Urban Growth Area, the City will
agree to consider annexation of property in the UGA when, the
property is eligible for annexation according to State law. This
property gains the required 1/6 contiguity to existing City limits
from a common boundary with the Spring Creek Farms Third Annexation
to the west.
The surrounding zoning and existing land uses are as follows:
N: FA-1, Farming County zoning (large acreage single family
residential, agriculture)
S: FA-1, Farming County zoning (agriculture)
E: FA-1, Farming County zoning (agriculture)
W: RLP, undeveloped (agriculture, approved Spring Creek Farms
Third PUD Master Plan)
The requested zoning for this annexation is the RLP, Low Density
Planned Residential District. The RLP District is for areas planned
as a unit to provide variation in use, density and building
placement. The applicant's intent is to subdivide the property into
three single family residential lots. The current and proposed uses
are allowable uses in the RLP District.
Findings:
1. The annexation of this area is consistent with the policies
and agreements between Larimer County and the City of Fort
Collins contained in the Intergovernmental Agreement for the
Fort Collins Urban Growth Area.
2. The area meets all criteria included in State law to qualify
for a voluntary annexation to the City of Fort Collins.

3. On February 4, 1991, the City Council will consider a
resolution determining that the proposed .annexation is in
compliance with State law. The resolution also initiates the
annexation process for this property by establishing the date,
time and place when a public hearing will be held regarding
the readings of the Ordinances annexing and zoning the area.
.Public hearing and first reading of the Ordinances annexing
and zoning the property will be considered by the City Council
on March 17, 1992.
4. The requested RLP, Low Density Planned Residential District is
in conformance with the policies of the City's Comprehensive
Plan.
STAFF RECOMMENDATION:
Staff recommends approval of the annexation and requested zoning.
