Dear Mr. Williams:
For your information, attached is a copy of the Staff's comments concerning
Evergreen Park Minor Subdivision, which was presented before the Conceptual
Review Team on August 12, 1991.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF 4.OMMENTS
MEETING DATE: August 12, 1991
ITEM: Evergreen Park Minor Subdivision

LAND USE DATA: This is a-proposal.for a minor subdivision of lots
10, 11, and 12 of Block 4 of Evergreen Business Park located at the
-------northwest corner -of --Conifer -and. Blue --Spruce to reconfigure the
existing three lots into four or five lots. The applicant is also
proposing to build a 5000 sq. ft. warehouse/office on one..of the
new lots. The lots are currently vacant, the streets are"in, but
the sidewalks have not been constructed.
COMMENTS:
1. Light and Power normal development fees will apply to the
building. Power is available on Blue Spruce and Conifer.
Development fees are based on street frontage and lot size.
The new power would be placed underground. When you are ready
to construct the building you will need to fill out a
Commercial One form for the Light and Power Department. This
will assist them in sizing the transformer and in figuring the.
billing. Light and Power can assist you in locating the
transformer.
2. The property is located in the IL, Limited Industrial zoning
district. An IL -site plan review would be required for the
warehouse/office structure. The Planning Department would
-review the site plan for landscaping, parking, traffic, storm
water, engineering, architectural, and signage concerns. 'In
the IL zone, there is a minimum lot size of .201000 square
feet, and the minimum lot area shall be the equivalent of two
times the total floor area of the building. A 50' 1-andscaped
buffer strip shall• be required along all arterial and -
collector streets in the IL District.
3. The Stormwater Department will require a drainage report.
grading plan, and an erosion control plan for any structures
built on the lots. On -site detention is required with a-`"
release rate at the historic 2 year flows. Stormwater Basin
fees are $10,000/acre pro -rated for the portion of the lot
area that is developed.
4. The site is an island in the floodplain, so you will not be
allowed to lower the grade prior to construction.
5. Water and Sewer service exists in Conifer and Blue Spruce.
Contact the Water and Wastewater Department at 221-6681 for
information about plant investment fees and utility fees.
6. The Fire Authority, will review the IL -Site Plan for standard.
fire access and for fire and building code compliance.
Requirements for building sprinkler systems depend on the fire
access provided and on the size of the open areas in the
buildings. Any open area within the building that is greater
than 5000 square feet will require an automatic fire sprinkler
system.
7. The future Fort Collins 287 Bi-pass/Expressway is planned on
some maps to go through this area. This is only a concept at
this time and not actively being pursued by the State Highway.
Department. Fort -Collins -City Council may begin to look at
this Expressway concept more actively in the coming year. I
have enclosed a copy of the various options for the proposed
Expressway corridor for your information.
8. The other transportation issue is that of creating lots which
have sole access from the Collector Street (Conifer). This
can present a problem for access depending on the proposed
uses for those lots. One solution to this would be to provide
access easements across the lots to allow each lot to access
both Conifer and Blue Spruce. This would go a long way in
providing a workable access and circulation system for the
entire 4 or 5 lot area.
9. If sidewalks are not existing, you would be required to
construct them on Blue Spruce and Conifer with development of
the lots. Street Oversizing Fees are $5252.00 per acre for
the warehouse/office uses and are collected at the time of
building permit issuance. The extent of your Utility Plans
will depend on water, sewer, and storm drainage improvements.
10. The subdivision of lots can be accomplished with the Minor
Subdivision Process. The development proposals for the lots
will require an IL -Site Plan Review by the Planning Department
and Planning and Zoning Board. I have enclosed some
information on these processes for your information.
