The site is located at 501 South Washington at the southwest corner of Mulberry and Washington Avenue. The zoning is N-C-L, Neighborhood Conservation, Low Density. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The new additions to Dunn Elementary include new classrooms for both regular and special education, art, and music. Also, additional space is being created for teachers, administration, and conference rooms. The expansion is allowed under the current zoning. Adding on the north and east does not affect adjoining property owners on the south and west. A curb cut closure on Mulberry Street will improve overall operation on the arterial street. Background: Addition/Remodel - Site Development Plan Meeting The surrounding zoning and land uses are as follows: N: N-C-L; Existing residential S: N-C-L; Existing residential E: N-C-M; Existing residential W: N-C-L; Existing residential 2. Citv's Right to Advisory Review: The City's right to conduct an advisory review of school facilities can be found in two sections of Colorado Revised Statutes: A. Section 22-32-124, C.R.S., as amended, addresses the right of the School District to construct schools within a municipality and location or manner of construction of such schools. The statute specifically limits the municipalities' participation in the process to a limited right of review and appeal to the Board of Education. In addition, Section 22-32-124, C.R.S., calls for the Planning and Zoning Board to review and comment upon the site development plan for the proposed school site and, if it desires, "...request a public hearing before the Board of Education relating to the proposed site location or site development plan" prior to any construction of structures or buildings. Also, the Planning and Zoning Board may review the details of the site development plan itself. B. Section 31-23-209, C.R.S. provides that no public building shall be constructed or authorized in a city until the "...location, character, and extent thereof" has been submitted for approval by the Planning and Zoning Board. In the case of disapproval, the Planning and Zoning Board shall communicate its findings to the School District. The disapproval of the Planning and Zoning Board may be overruled by the School Board by a vote of not less than two-thirds of its membership. Under Section 31-23-209, C.R.S., the Planning and Zoning Board should make a finding as to the location, character, and extent of the public building and structures relative to the adopted Master Plan of the City. Such findings help ensure that the proposed site and structures conform to the adopted plan of the community. Dunn Elementary School Advisory Review, #3-92 February 24, 1992 P & Z Page 3 3. Land Use• Addition/Remodel - Site Development Plan Meeting Public schools are considered to be an appropriate land use in the N-C-L, Neighborhood Conservation - Low Density, zone district. In particular, elementary schools are compatible with residential areas. Reducing the need for bussing, providing recreation and open space, and acting as a focal point for a neighborhood are reasons that elementary schools and residential areas are compatible. 4. Design• Three classrooms will be constructed on the north wing of the school along Mulberry Street. These include one 900 square foot education class room, one 1,300 square foot art room, and one 1,300 square foot music room. A future expansion area will be designated on the northeast corner of the building. One 1,300 square foot special -education classroom will be constructed on the east side of the building, at the location of the present entry. A teacher work area and staffing area, totalling 900 square feet, will also be constructed on the east. 5. Neighborhood Compatibility: All additions are taking place on school property. The additions to the north and east are spreading the building closer to the adjacent streets versus closer to the existing homes on the south and west. Because the additions are considered minor, and there are no impacts on the adjacent property owners, no neighborhood meeting was held. 6. Transportation: The existing curb cut on Mulberry will be closed. A gate meeting the specifications of the Poudre Fire Authority will be installed to retain fire access. This closure has been reviewed and approved by the Transportation Department. RECOMMENDATION: Staff finds that the request conforms to the adopted plans and policies of the City. It is recommended, therefore, that the Planning and Zoning Board advise the Poudre R-1 School Board that the design, location, and character of the Dunn Elementary School Addition, #3-92, is appropriate. Ft. which includes: • Three additional classrooms on the north. • Special Education and administration areas at the new east entrance. In addition to the new building the plans call for: • Move the electric transformer out of the basement per City request. • Develop a storm water detention plan. • Resolve traffic concerns with the City Transportation Department. • Install a new curb cut and entrance on Washington. • The old curb cut on Mulberry will be abandoned • Per Fire Department request the gate will remain in remain in place on Mulberry but will be kept locked. DATE: April 15, 1992 TO: Gary Diede, Director of Engineering '�i FROM: Matt Baker, SID Coordinator ! //y RE: Street Oversizing Fee for Dunn Elementary School Expansion I have looked at the proposed expansion to the Dunn Elementary School at 501 Washington at the southwest corner of Mulberry and Washington Avenue. This site has not previously paid a street oversizing fee and has proposed an 8,942 square foot addition to the structure. In accordance with Section 24-111 of the City Code, I have calculated the proportional acreage and street oversizing fee as follows: Total Lot Size: 5.5377 ac Proposed Addition: 8,942 square feet Existing Building: 30,314 square feet Proportionate Acreage = 8,942 X 5.5377 ac. 8,942 + 30,314 = 1.2614 ac Street Oversizing Fee = 1.2614 X $5,252 = $6,624.87 By using a residential fee category for the playground area (essentially classifying it as a 1.5 acre park for the street oversizing calculation) we can reduce the fee to $5,972.20. I hope this is the information you need for negotiations with the Poudre R-1 School District.
