1. The proposed recreation use is located in the rural non farm area
between the City of Fort Collins and Loveland. Larimer County by signed
agreement with the two cities has committed to specific land use
policies for the rural non -farm area. The primary purpose. of the
rural -non farm area is to maintain the geographic and visual separation
of the two urban areas as they expand. The County will approve low
density detached single-family residential developments and uses such as

golf courses, cemeteries and similiar open space enhancements. The
County has committed not to rezone property for commercial uses.
2. The applicant's proposal (revised) is for approval of recreation uses
which are accessory to the primary use of a golf course. The golf
course is not part of the review currently in progress. In effect the
applicant is requesting County approval of the accessory uses prior to
the review of the primary use. This does present a problem to the
County; however, staff is of the opinion that if the request is
appropriatly phased approval may be granted.
3. The applicant and associated property owners in the area are
encouraged to provide Master planning for the entire ownership through
the Planned Unit Developement process. This process will enable the
County and Cities to provide the applicant and land owners more specific
comments, identfy alternatives and suggest possible incentives to
acheive the land use goals of the rural non -farm area.
4. County Staff recommends that the applicant investigate repositioning
the club house, associated parking areas, and detention pond further to
the west in order to provide a more meaningful open space area along
Highway 287 and corresponding to the open area provided with Mid -land
Greens to the East of the Highway. If such an open space area is
retained Staff would be in a position to discuss possible transfer of
future residential density to other portions of the surrounding
property. This may be possible through the suggested PUD process and is
one of the flexiblity tools available when property development is
approached through a unified and comprehensive process. -�
5. The proposed entry drive will need to have an expanded public right
of way in order to provide for the necessary facility required for
future development to the west and south. This may effect the location
of the proposed practice putting course.
6. County Staff position regarding the proposal, pending any
modification based on comments from the City of Fort Collins or
Loveland, will be approval phased according to the ablility of the
applicant to submit the main use for review. Approval of the Tree
nursery, driving range, putting greens, practice putting course and
temporary club house and parking and pitch and putt course with the
following conditions:
a. Maintanence of a larger open space area to the east
b. increase right of way
c. landscaping plan approval
d. lighting plan approval
e. no outside storage yard with maintenance building
f. location of storage of fill material from driving range will be
approved by the County staff and plans for stablization, dust control
and control of run off will be submitted.
7. Technical comments from reviewing agencies and the Cities of Fort
Collins and Loveland will be provided to the applicant at the CTR
meeting.
