03/02/2020: FOR HEARING - The APU justification could still use a bit of work
showing how the impact of a drive-in facility use would compare to uses that
ARE allowed in the Downtown Zone, Canyon Avenue subdistrict. The
justification does a good job explaining why the use is being sought on the site,
but does not adequately demonstrate its appropriateness compared to other
uses that are already permitted. For example - how would the impact of the
proposed drive-in facility compare to the impact of an office building, restaurant,
or other permitted uses found in Land Use Code section 4.16? (Criterion B and
F)
The bank intends to show that we intend to follow and adhere to the
development standards for the Downtown District. We understand they are
intended to encourage a mix of activity in the area, while providing for high
quality development, which maintains a sense of history, human scale, and
pedestrian -oriented character. Approval of this use would have a negligible
impact to the district compared to other permitted uses outlined in Section
4.16, Permitted Uses; Criterion B & F.
12/16/2019
Criterion B Street Frontage Types: The bank property is located on a
storefront and mixed use parcel in the Canyon district, and is currently a
parking lot. We have designed the proposed lot to include the proper set-
backs, landscaping, lighting, and use of brickwork, to provide visual
cohesiveness to blend in with the district desired finishes, look, and feel. We
are also procuring approval from our national standards and design team to
include revisions to our standard finishes (color & fagade elements) of the
ATM enclosure to better blend with the site design and surrounding look and
feel.
Criterion F Permitted Uses: We would like to cite certain examples of
permitted uses in the district which we would like to provide comparison for
purposes of this process. This would include an office building, grocery store,
gas station, tavern/bar, entertainment facility & theatres, fast food restaurant,
health club, large retail establishment, Limited Indoor recreation, lodging
establishments, long term care facilities, microbrewery, music studio, night
club, open air farmers market, place of worship, public/private school,
supermarket, research labs, and transit facilities. Our recent ATM use reports
indicate that the overall average of both machines is at 7.3 visits per hour,
and at peak times, on average 13.03 visits per hour occur, at both drive
through ATM's. This means that rarely will there be accumulation or
overabundance of traffic, dust, exhaust, or noise to the area due to the ATM
use. In the other examples mentioned, there are a larger number of visits by
employees and customers at peak commuting times and/or during breakfast,
lunch, and dinner. These establishments add to parking demand, dust, noise,
congestion, and exhaust during these peak times and throughout the day.
The addition of our ATM's would not present a significantly greater impact
than any of these other permitted uses. In addition, we will be closing the
Motorbank drive through ATMs, creating a net zero addition to the area.
Lastly, the bank plans to allow free use of the parking lot after hours, creating
a much needed, cost free resource to the district. We would feel the city and
its citizens would view this as similar to many other allowed uses, and a
positive impact to the district as well.
12/16/2019: FOR HEARING - For the APU justification, please address the
proposed ATM use in relation to the uses that are permitted in the Downtown
Zone District where this is specifically mentioned (Criterion B, D, and F — 2, 4,
and 6 in your submittal). Uses permitted in the Downtown Zone can be found in
the table in Section 4.16. Same comment as above. See response above.

03/02/2020: FOR HEARING: Thank you for including detail drawings of the
ATMs. Please indicate what the materials and colors are. The detail sheet
refers to "vendor drawings," which could be acceptable if they include
information about colors and materials.
Color and materials sheet provided in submittal.
12/16/2019: FOR HEARING - Please provide additional information about the
colors and materials used on the ATMs. Ensure that the materials are of high
quality and contribute to the compatibility of the project, particularly as relates to
the request for APU.

03/02/2020: FOR HEARING - Index Sheet GN-1.0 has incorrect information in
the Site Tabulation table. Please include the Downtown Subdistrict (Canyon
Avenue) and indicate the use of the lot as "parking lot and drive-in facility" rather
than "commercial/retail." Also update titles as needed to reflect that this is a
Major Amendment of PDP 160040.

03/02/2020: FOR FINAL PLAN: Please add the standard site plan notes. I can
provide these if needed. In particular, note that signage must be approved by
separate sign permit. The plan set cover or index sheet may also need to be
updated to meet City standards (for example, there is no signature block). I will
provide more details about required elements.
Standard notes added.

03/02/2020: FOR FINAL PLAN: Please ensure that the parking stall and drive
aisle dimensions on Sheet C3.0 are carried through to Sheet A-1.1. It looks as
though the parking dimensions, accessible aisle, and drive aisle widths were
updated later in the plan set, but not on the first site plan on Sheet A-1.1.
Parking space dimensions updated.

03/02/2020: FOR HEARING: Please update the number of parking spaces on
the site plan to show 21 spaces, not 22. It seems that a space was removed
when the pedestrian connection to Magnolia was added back on to the site
plan.
Parking count updated.

tree #2 is approximately five feet from the edge of the new sidewalk which is
within the critical root zone (CRZ). Installation of the new sidewalk might impact
existing roots of this tree and they should be protected to the maximum extent
feasible. Will the sidewalk be installed at existing grade? Please add a note
