03/16/2020 BEFORE DECISION: The trash enclosure will need to be
constructed of a durable material such as masonry and also be compatible with
the structure it's associated with. The proposed PVC enclosure would not
comply with this standard. Please update details to align with 3.2.5 - Trash and
Recycling Enclosures.
Response: The site detail sheet has been revised to illustrate conforming materials that match the
primary structure.

03/16/2020 BEFORE DECISION:
The existing lighting is not in compliance with current lighting code and is
mounted in a way that produces significant glare and off-site impacts to the
neighboring properties. This plan will be required to ensure that lighting
complies with the standard of being fully shielded, down directional and 3,000
Kelvin or less. At time of next submittal please provide a specification 'cut sheet'

for the luminaries and a photometric plan.
Response: A conference call was conducted between Kai Kleer, Lawrence Smith &
Rob Bassett to discuss site constraints and acceptable measures to take to bring the
existing lighting as close to conformance with standards as possible. A site photometric
plan has been provided showing upgrades to the existing fixtures to compliant fixtures.
New lighting is also shown at the addition.

03/17/2020 INFORMATION ONLY:
Thank you for submitting a Modification request. After further review of Section
2.8 Modification of Standards, it was found that that the Land Use Code does
not give staff the ability to modify Article 1 (only Article 3&4 are modifiable).
Basically, this means that the applicant would be subject to both Article 3&4 "to
the extent reasonably feasible." With engineering deferring their requirements it
will not have a substantial impact to this project. In the next comment I outline
additional requirements that this project will be subject to.

03/16/2020 BEFORE DECISION:
Generally, the typical interior and perimeter parking lot landscape standards will
not apply to the west side of the site due to the deferred future improvements of
Strauss Cabin Road.
Response: Agreed. No additional plantings are planned in the areas of future road
improvements.
Pursuant to 3.9.5(C) Materials and Colors, the use of white is prohibited on
projects located within the I-25 Corridor. Please consider using an earth-tone
color such as a warm green, brown, or tan.
Response: The elevations and perspective sheets have been revised to eliminate
white. We are instead proposing the Sherwin Williams color: Canvas Tan (SW 7531).
Parking lot perimeter landscaping along the south edge of the site and
additional trees where possible on the east and north side of site.
Response: Based on our subsequent discussions we have added canopy shade trees
at the north and east sides of the site and have included a shrub bed with primarily
upright junipers along the south property line to best address the perimeter parking lot
landscaping requirements in the interim condition before until future anticipated road
widening takes place.

03/04/2020: : FOR APPROVAL: The submitted plat and right of way line does
not match the property line location shown on the City GIS or Larimer County
website. The right of way shown on the County website shows 50 feet, which
would be equivalent to a 35-foot right of way and a fifteen-foot utility easement.
How was this line established and was there previous dedications? If so, is
there an existing easement that needs to be vacated?

Response: It is the team’s opinion that the GIS system is inaccurate at this particular
location. The right-of-way lines and easements, as shown on the plat, have been
shown per recorded documents through Larimer County. There are two documents
dedicating right of way for on the east side of the section line. The two documents are
an Exemption Map at Book 1658, Page 857 (30’ ROW) and a Deed of Dedication at Rec.
No. 20050008672 (35’ ROW). However, these two documents overlap to create a total of
35’ ROW. All found recorded documents for the right of way are noted on the plat (near
the north end of the property). No recorded documents were found for the 15’
easement mentioned.

03/13/2020: FOR APPROVAL: The detail sheet does not include the
LCUASS detail for trenching in the right of way. The detail sheet should either
include the LCUASS detail sheet or reference in a note to establish the different
responsibilities of the trench area. The utility will mainly have concerns with the
bedding of the trench. City Inspections will be concerned with the backfill and
the paving section. Please revise or make sure that the responsibility of
inspection and placement are clear.

deferred for this project through the development agreement. Strauss Cabin
Parkway is listed as a two-lane arterial in the City of Fort Collins Street Master
Plan. Future development will require the construction of the full street
improvements.

Thank you for including the tree inventory. In the tree inventory table on sheet L2,
please change the mitigation quantity for the aspen to “1 for 1 replacement.”
Mitigation is required for trees within the limits of development that are larger
than 6” in diameter, per LUC 3.2.1 (F).

Japanese tree lilacs typically have a canopy spread of 15-25 feet. The
proposed location is approximately 7 feet from the building façade. Is it
possible to shift the tree farther away from the building, in order to provide
adequate space for canopy growth as well as ease of maintenance?
Response: This planting area is very small so there is no additional room to move it further from
the building. We have changed this species to a Gambel Oak, a much smaller tree. We have also
added five additional trees in other locations where more room is available for canopy shade trees
and to help address the buffering requirements for Planning.

I recommend the proposed fire hydrant be located west of its current location so
as to have a relationship with the street frontage if possible. If not possible, the
proposed location is acceptable.
