Box 580 Fort Collins, CO 80522 Dear Ms. Whetstone: Larimer Co., S.H. 287 New Creations Interiors 2712 South College Fort Collins We have reviewed the New Creations Interiors proposal, and we have the following comments: With the information presented, it is not possible for this office to determine whether or not an access permit will be required for the proposed development. If there is more than a 20 percent increase in traffic at the existing access, an access permit should be obtained to document the change of use of the property. That permit, if necessary, would be issued by the City of Fort Collins as issuing authority, and must be in reasonable conformance to the State Highway Access Code. It would seem that the addition of a warehouse structure would not significantly change the surface run-off from this parcel. -If the run-off rate is changed or flows toward the highway right of way, we remind the developer that the highway drainage system is for the protection of the highway right of way and is not intended to accommodate drainage from abutting properties beyond that which.has historically been accepted. Therefore, if the drainage pattern or rate is changed so as to impact the highway right of way, we ask that on site detention of surface run-off be provided so that the historical run-off rate will not be exceeded due to this development..
