For your information, attached is a copy of the Staff's comments
concerning the Change of Use and Minor Plat, that was presented
before the Conceptual Review Team on February 3, 1992.
The comments are offered informally by Staff to assist you in
preparing the detailed components of the project application.
Modifications and additions to these comments may be made at the
time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: February 3, 1992
ITEM: Change of use and minor plat
APPLICANT: Phil Sheridan
First Free Methodist Church
1516 W. Prospect Road
Fort Collins, CO 80526
LAND USE DATA: This is a proposal to convert an existing church
into a church and church school. The property is located at 608 E.
Drake Road and is currently the site of the First Christian Church.
The applicant will be required to plat the property. The site is
approximately 4 acres in size.
COMMENTS:
1. The property is located in the RL Zoning District which allows
churches and schools as a use by right. Therefore a church
and church school would be an allowable use on this site.
Because the property has never been platted and the change of
use triggers the requirement for a platted lot, you will have
to plat the property.
2. The plat can be submitted to the City Planning Department for
review as a Minor Subdivision. I will attach information on
this process for your information.
3. The change of use also triggers a requirement that you comply
with the parking code. This refers to the amount of
landscaping and buffering that must be provided in the
interior of the site (6%), behind the walk on Drake (151), and
behind the walk on Stover (101). Please visit with the Zoning
Department on the specifics of the landscaping and in what
format they require the landscape plan be submitted
4. There are also requirements for screening between the parking
area and any adjacent residential uses.
5. When you submit the plat for review, please include a letter
addressed to the Stormwater Utility stating that you do not
plan to create additional impervious surfaces.or.alter the
existing drainage patterns. If you do plan to make changes to
the building or amount of paved areas on the site, please
describe those changes in detail in the letter.
6. Include a note on the plat that any future additions or
changes in the amount of impervious surface on the site will
require approval by the Stormwater Utility and that any
development charges will apply at that time.
7. Please submit a letter addressed to Rita Davis of the
Transportation Division concerning the proposed use of the
site, the number of automobile trips to be generated, and the
times of day and specific days when the activities will occur.
Please state also, the number of employees that you
anticipate. If you have other questions about this letter,
please contact Rita Davis at 221-6608.
8. The Transportation Division and the Engineering Department
would request that you remove the Drake Road curb cut closest
to Stover Street with this project. The curb cut is too close
to the intersection of Stover and Drake. It does not function
well and can become a potential safety hazard for your
clients. In order to .remove the curb cut you will have to
apply for a curb -cut permit at the Engineering Department at
281 N. College Avenue, to work in the right-of-way.
9. Any work done in the public right of way is required to be
done by a licensed contractor. Other work done on your site,
such as landscaping, can be done with volunteers from the
church.
