Department: Engineering Development Review Contact: Morgan Stroud, 970-416-4344, mstroud@fcgov.com Topic: General Comment Number: 3 01/24/2020: FOR HEARING: The work being proposed in the shared drive aisle between this project and the properties to the east appears to have large impacts to the access for these properties since it is the only access to them. Please provide us information on conversations with the neighbors about access to their properties while this project is being constructed. Response. The applicant serves on the Timberline Center Board. The Board has already been in contact with all adjacent owners/businesses about the project. The project will be phased to avoid disruption to their businesses. Construction coordination is not an element of approval by the City, but we appreciate the comment. 2 Comment Number: 2 12/10/2019: FOR HEARING: Please see my redlines for minor comments. Fire truck turning template. This is simply an exhibit provided to fulfill a request from PFA. There is no path of vehicular travel planned over the sidewalk in this area. It is simply overlapping linework from the turning template. Sheet 9. There is no standard to require storm pipe to cross public right of way perpendicular. The design will remain as presented. Department: Stormwater Engineering Contact: Wes Lamarque, 970-416-2418, wlamarque@fcgov.com Topic: General Comment Number: 2 12/09/2019: FOR HEARING - UNRESOLVED: The City suggests a meeting with Stormwater Staff to discuss the LID design and potential modifications that may help in the design's efficiency and grading. Comment Number: 3 12/09/2019: It is unclear in the report how the sub-basins are being modified with all of them being reduced in size. Please compare the entire sub-basins to ensure compliance with the original drainage report. Additional exhibits have been included in the drainage memo to clarify the basin changes. Comment Number: 4 12/09/2019: The City's Criteria Manual states porous pavers at a 40% impervious ratio. Please revise all the calculations to reflect this. Updated. Comment Number: 5 01/27/2020: FOR HEARING: The LID requirement looks to be at 33% and not at the required 50%. We do flex some on this if it is near the 50%, but 33 percent is too low. We are happy to meet again to discuss option. The only option that will come close to satisfying the requirement is to add a raingarden at the east side of the project. This LID feature has been included. Comment Number: 6 01/27/2020: FOR HEARING: I did check within our department and the City does not want the water line stub to be a public main since it is not serving more than one customer and serving just this development. The City will be looking for this to be a private fire line and the water service line to connect to the main in the public street to the east. 3 The waterline configuration has been changed to address this comment. The 8-inch waterline will be abandoned at the main. A separate fire and service line will be installed from the main. The City is requesting this dead end main become a private fire line and a 2-inch water service line be connected to the main in the private drive to the east. Please revise. Addressed. Comment Number: 2 12/09/2019: Please clarify what the existing valve and meter pit is located near the southeast part of the building. The City does not have any record of this. This line will need to be abandoned if it is not being used for this development. The plans call for this to be abandoned. Comment Number: 3 12/09/2019: Please label the 8-inch sewer stub that will become the building's service line as "private". See comment responses above. Comment Number: 4 12/09/2019: A minimum of 4 feet clearance is required from the meter pit to any shrubs and 10 feet to any trees. Acknowledged. Please show a proposed transformer location for your next submittal. Comment Number: 2 12/10/2019: INFORMATION: Contact Light and Power Engineering to coordinate the transformer and electric meter locations, please show the locations on the utility plans. Comment Number: 3 4 12/10/2019: INFORMATION: Light and Power would like to remind you that all of our facilities must have a ten foot clearance away from all water, wastewater, and storm sewer facilities. We also require a three foot clearance away from all other utilities with the exception of communication lines. Horizontal Control and Signage). Refer to LCUASS detail #1418 & #1419 for sign type, placement, and spacing. Appropriate directional arrows required on all signs. Posting of additional fire lane signage may be determined at time of final inspection. Fire lane signage has been added to the signing and striping plans. Comment Number: 8 01/22/2020: FOR FINAL PLAN: FIRE DEPARTMENT CONNECTION - Location of the fire line and riser room is no issue however per code, Fire Department Connections shall be located on the street side of buildings, fully visible and recognizable from the street or nearest point of fire department vehicle access. Acknowledged. Comment Number: 9 01/22/2020: FOR FINAL PLAN: TURNING TEMPLATE - Thank you for providing the Turning Exhibit in the Utility Plans. Our ladder truck dimensions are somewhat different than the ones used for this study. Please update the exhibit with current fire truck dimensions (provided in project's Redlines folder). As I don't believe an updated exhibit will fail to guarantee truck access, I don't feel this item is required for hearing. Department: Traffic Operation Contact: Martina Wilkinson, 970-221-6887, mwilkinson@fcgov.com Topic: General Comment Number: 1 12/10/2019: FOR INFORMATION The Traffic Impact Memorandum submitted indicates that the anticipated vehicular trip generation is lower overall on a daily basis than what was originally anticipated and approved with the overall development plan. Since the infrastructure was constructed assuming the higher trip generation, it is concluded that this proposal is within the previously approved parameters. The TIS conclusions are accepted and no further traffic review is needed. Department: Stormwater Erosion Control Contact: Basil Hamdan, 970-222-1801, bhamdan@fcgov.com Topic: Erosion Control Comment Number: 1 12/04/2019: FOR INFORMATION ONLY: The construction activities associated with this site's development will exceed the 1 acre threshold, therefore Erosion Control Plan, Report and Escrow calculations will be required at FDP level submittal. This development will also be subject to the State's Stormwater Discharge permit requirements. The erosion control requirements are located in the Stormwater Design Criteria in Chapter 2 Section 6.0, a copy of the requirements can be found at:www.fcgov.com/erosion Department: Environmental Services Contact: Jonathon Nagel, 970-416-2701, jnagel@fcgov.com Topic: General Comment Number: 2 11/27/2019: INFORMATION ONLY: The Community Recycling Ordinance (No. 109 2016) requires that all new business and multifamily complexes subscribe to recycling service that is at minimum 1/3 of their overall service capacity (total bin capacity x number of weekly pickups, include both trash and recycling when calculating overall service capacity). In general recycling containers must be at least 50% the size of proposed trash containers to meet this requirement. 6 Please make sure proposed containers meet this requirement and that adequate space is provided in all enclosures.
