Staff has reviewed the request for Mountain Ridge Farm, First Filing, Final P.U.D., and offers
the following comments:
1. The following comment applies to the plat:
A. The name of the plat in the legal description does not
match the name on plat map. Please add'"First Filing" to the description.
B. All control monuments must be described.
C. How was the east line of the northeast quarter of Section 34 determined? The
plat needs another control monument.
D. The temporary turn -around and easements at the south end of Wabash Street must
be dedicated by separate document with recording information. Also, the 90
degree U.E. along the west right-of-way of Wabash Street must be similarly
dedicated.
E. The outerboundary curve at Lots 13 and 14 does not have a chord bearing and
distance shown.
F. The legal does not match the map for distance 94.25'versus 94.52'.
G. Since this plat is not a Minor Subdivision, please delete the signature line for the
City Clerk.

H. County Clerk and Recorder's Book 1565 Page 690 contains a dedication for 50
foot of right-of-way for Shields Street on the east side of the Section Line from
Willow Park Subdivision to Horsetooth Road. The Plat indicates 30 feet. This
should be corrected.
2. The Public Service Company recently installed a new four inch diameter steel gas main
along the west side of Shields from Willow Park Subdivision north to Wabash. A copy of the
"as built" is enclosed. The main should be added to the utility plans.
3. U.S. West will require utility easements along the north side of Lot 55 and the south
side of Lot 52. Any relocation of existing telephone facilities required by these plans will be
paid for by the developer.
4. -The City's Department of Natural Resources would prefer to see a native turfgrass for
the open space/detention area rather than the Brome/Fescue mix as shown on the plan. A copy
of the preferred seed mixture is enclosed. Please note on the plans that turf areas should be
irrigated until established.
5. The Department of Natural Resources encourages the developer to work with the
Stormwater Utility regarding the need for the concrete trickle channel. If possible, removal of
the trickle channel is desirable.
6. Please note that additional comments from the Stormwater Utility will be forwarded to
the consulting engineer under separate cover. There is still a concern that the a portion of the
Mountain Ridge Farm is being planned, on a Final basis, prior to completion by the City's
consultant (Lidstone and Anderson) of the overall basin. Until the regional aspect of the basin
is further analyzed, the size of the detention pond in Mountain Ridge First Filing may be subject
to change. The developer is proceeding at risk by submitting a Final P.U.D. which may need
to be amended or modified according to the findings of the regional drainage basin. The Final
P.U.D. will not be taken to the Planning and Zoning Board until there is further information
regarding the regional drainage basin and the size of the detention pond in Mountain Ridge First
Filing.

7. The design of the temporary emergency access must be closely coordinated with Poudre
Fire Authority. The Site Plan should indicate the details on this access and the conditions by
which the access is closed off in favor of permanent second point of access via Troutman and
Wabash.
8. On sheet 1 of 2 of the Site/Landscape Plan, please add two street trees on Shields
between the last tree and the south property line.
9. On sheet 2 of 2 of the Site/Landscape Plan, please add one street tree on Shields between
the southern most tree and the match line.
10. It is recommended that addtional plant material be planted between the rear property lines
of Lots three and four and Shields Street for acoustic buffering.
11. It is recommended that the developer provide one street tree per lot for Lots 1, 9 through
17, 31, 32, and 50 through 55. Such tree to be planted in close proximity to the sidewalk, with
proper clearances from the gas line. This would create a dramatic entry, over time, for the
project. Most new residential areas do not have a cohesive street tree program and the result
is a stark streetscape until individual lot landscaping matures. At the time of this maturity;
however, the trees are usually well setback from the street. Wabash Street presents an excellent
opportunity to create an attractive streetscape and project entry.
12. The P.U.D. should contain a notary block for the owner's signature.
13. Please add street names to the vicinity map on sheet 1 of 2.
14. It is suggested that an illustrative detail accompany General Note #7 to better advise
future home buyers as to the fencing restrictions. The note does not address material. It is
suggested that fences be restricted to wood thus prohibiting chainlink.
15. General Note #9 is more typical of commercial project. Where there are a potential of
55 lots, it may be more appropriate to tie the landscaping to a percentage of building permits
issued. Typically, 25 % of the lots are allowed to proceed to building permit stage prior to
installation of landscaping of open space and common areas. The other alternative is to
designate specific phases for landscape installation.
16. As with comments from Stormwater Utility, additional comments from the Engineering
Department will be forwarded to the developer's engineering consulting firm.

This concludes staff comments at this time. Please note the following deadlines for the
September 26, 1994 Planning and Zoning Board meeting:
Plan revisions are due September 7, 1994
P.M.T.'s, renderings, 10 prints are due Sept. 19, 1994.
